Our Nuclear Canada business is experiencing significant growth driven in part by planned New Build projects underway internationally and domestically. Candu Energy Inc., an AtkinsRéalis company has entered into an agreement with Ontario Power Generation (OPG) to deliver the Darlington New Nuclear Project (DNNP). The project is spearheading the deployment of the GEH BWRX-300 Small Modular Reactor (SMR) before the end of the decade. It will be the first grid-scale SMR deployed in Canada.
The Engineering Manager (EM) – Instrumentation and Controls will report functionally to the Engineering Director, Candu Engineering, and daily to the project Site Technical Engineering Director. The Engineering Manager oversees the execution of design and technical activities in a site project delivery environment in accordance with industry standards and established governance and will be responsible for assigned aspects of site related engineering, and construction delivery for a New Nuclear program. This role will require close stakeholder management of partners and client, as well as leadership of project team members. The EM –Instrumentation and Controls is expected to have significant experience and skills in engineering, procurement, construction, contract management and project controls incusing project delivery and project execution methodology. Leading integrated teams is an equally important skill; developing and building a large team of professionals is a requirement of this role.
As DNNP is considered a mega project, the overall engineering scope has been divided into bundles; one of which is called Nuclear Island. This scope is comprised of the Reactor Building, Radwaste Building, Control Building, and Service Building. This role is to provide engineering oversight for these scope for detailed site-specific design scopes to support the construction schedule.
This role will be based in Oshawa, ON.
The project teams are predominantly located to the east of Toronto near and at the project site in Courtice-Darlington Nuclear Generating Station in Ontario.
Your role
Manage site engineering and installation of Instrumentation & Control (I&C) systems for a new‑build nuclear station, including defining system functional, performance, environmental, and seismic requirements.
Plan and execute work in alignment with quality, cost, and schedule commitments.
Coordinate and oversee I&C design activities required for the fundamental design phase of a nuclear power plant.
Manage design interfaces between the Nuclear Steam Plant (NSP) and Balance of Plant (BOP) systems.
Ensure all work complies with Engineering and Quality Assurance procedures, contractual obligations, and technical specifications.
Interface with Engineering, Modelling, Procurement, Construction, and vendors to ensure designs meet performance, safety, regulatory, constructability, operability, and maintainability requirements.
Ensure department deliverables meet budget, schedule, quality, and technical requirements, while proactively removing barriers impacting safety, quality, cost, or schedule.
People Management Requirements:
Lead and manage I&C engineering resources, including forecasting staffing needs, overseeing 10–20 engineers, performing supervisory and administrative duties (timesheets, performance feedback, recruitment, training, and succession planning), and fostering a positive, high‑performing team environment aligned with AtkinsRéalis values and ED&I principles.
Build and maintain strong client and internal relationships by collaborating with marketing and business teams to enhance service offerings and support business growth.
Support functional and organizational development through objectives and goal setting, training and qualifications management, competency development, knowledge transfer, and ongoing improvement of team capability and readiness.
About you
Bachelor’s degree in electrical or mechatronics engineering, or related field from an accredited University. Registered Professional Engineer in the Province of Ontario, qualified to seal engineering documents.
10+ years’ experience supporting various type of projects including engineering services, refurbishments, and/or new build construction projects. 5+ years’ experience leading teams is required. Experience on a new build project is an asset (e.g. nuclear, combined cycle, un-conventional nuclear).
Experience managing engineering work with interfacing requirements involving other engineering teams (Process / Systems, Mechanical, Physics, Safety, Licensing, Civil / Structural, Electrical, Human Factors,), Procurement, Quality Assurance, Contracts, and Construction including prospective equipment and/or system vendors, to ensure system designs meet performance, safety, and regulatory requirements, and that the resulting designs are constructable, operable, and maintainable.
Technical skillsLead and develop a multidisciplinary engineering team by assembling project staff, supervising engineers (Bundle Design, Stress Analysis, Materials/Welding), and managing career development while maintaining the supervisory organization.
Ensure full compliance and governance across all project activities, including ethical conduct, cyber-security, export controls, intellectual property protection, and security clearance requirements.
Apply deep technical expertise in Electrical, Instrumentation & Control engineering, demonstrating working knowledge of CSA/IEC/IEEE standards, nuclear regulatory guides, plant control system design, engineering change control, non-conformance dispositions, and updates to technical specifications.
Support construction and operational priorities by removing barriers to engineering deliverables, conducting electrical system condition assessments, and providing technical support for field changes in accordance with relevant codes and standards.
Collaborate and communicate effectively with internal and external stakeholders, demonstrating strong interpersonal, organizational, and time‑management skills; experience in Canadian licensed nuclear facilities, NRC interface, and eligibility for PWGSC security clearance are assets.
