Engineering Construction Manager (Japan)
CDM Smith
CDM Smith is seeking an Engineering Construction Manager in anticipation of a future project for the US Government in Japan. Given the nature of the project’s Flexible Work requirements, our staff must quickly assimilate and develop an understanding of client’s products, services needed, and goals.
The Engineering Construction Manager will oversee all aspects of a large construction project and will serve as the client’s main point of contact for the construction contractor. Additionally, the Engineering Construction Manager will be CDM Smith’s onsite manager for our construction phase services related to the client’s construction project. This includes construction inspection, construction submittals, construction contract modifications, requests for information, and coordinate with CDM Smith’s US-based project management and reach-back engineering support services. This work will be conducted onsite at US military bases, ensuring all infrastructure development adheres to US military standards, codes, and safety regulations, while coordinating with various stakeholders to maintain operational efficiency.
The project is for title II construction services of water lines, iron pipes, hydrant connectors, hydrants, as well as associated valves and caps.
Job Duties:
• Review contractor submittals, shop drawings, and as-built drawings for contract compliance.
• Inspect the contractor’s material deliveries for contract compliance.
• Witness the contractor’s material testing and contract-required field testing.
• Coordinate project activities with CDM Smith’s US-based project management and US based reach-back engineering support staff.
• Prepare documentation to support client’s contract modifications.
• Provide documentation to confirm that the construction meets the specifications in the design drawings and specifications.
• Maintain the onsite, record copies of construction documentation.
• Take construction photographs throughout duration of construction and maintain inventory of construction photographs.
• Lead and participate in the client’s construction progress meetings, both in-person and on teleconferences; prepare documentation such as agendas, meeting notes or minutes.
• Attend and participate in the construction contractor’s coordination and other meetings as the client’s representative.
• Monitor project progress against established milestones and make necessary adjustments.
• Perform inspections of construction work to monitor compliance requirements of the contract as well as accepted quality control and health and safety plans.
• Provide local management of other local CDM Smith staff such as inspectors.
• Maintain effective and frequent communication with clients, as to the progress of construction as well as other issues that would affect the contract performance, human health, or the environment.
• Review contractor’s schedule; analyze the schedule for delays or unforeseen impacts. Review and provide approve recommendations for the client’s progress reports.
• Executes and leads the investigative processes to examine and assess the contractor’s construction work for contract compliance.
• Conducts onsite investigations and analyzes relevant data including maps, reports, tests, drawings and other as required.
• Monitors compliance with guidelines and regulations including permits, safety etc. and delivers technical files and other technical documentation as required.
• Develops, trains, and educates junior engineers/construction managers, guides the technical direction, and serves as a liaison with clients.
• Performs other duties as required.
