Job Duties and Other Information Job Duties: Once fully trained, the job duties of an engineer in the Environmental Section may include: + Directs and performs investigations and environmental and engineering analyses as required for the preparation of environmental documents. Prepares environmental documentation and reviews project designs and plans to determine environmental class of action and potential environmental impacts. Develops recommendations for engineering/environmental design changes to minimize the impact of DOTD projects on the environment and public. While under the supervision of an Engineer 7, oversees highly technical and complex projects (both in-house and contracted) while in Stage 1, the Environmental Stage. Coordinates environmental work within the Department and with other local, state, and federal planning groups, resource agencies, and permitting agencies. Answers inquiries of the public, DOTD administration, and elected officials concerning environmental issues on assigned projects. Assumes a Project Manager role during the Stage 1 process which requires assembling a team, setting up scope and budget, overseeing consultants, and ensuring timely delivery of environmental documents. Input, maintain, and analyze data through the use of the Section’s computer systems. + Advisor or consultant to other engineering professionals in the Department relative to environmental laws, rules, regulations, and technical work. Performs air and noise modeling using approved mathematical computer models designed to analyze specific types of impacts. Responsible for the conceptual design of noise barrier systems for projects requiring implementation of noise abatement. Provides detailed cost estimates as well as horizontal and vertical profiles for noise barriers. Conducts Phase I Environmental Site Assessments for the identification of recognized environmental conditions (e.g., hazardous waste sites). Identifies possible design solutions for the avoidance, minimization, and mitigation of impacts. Brings recommendations to the project team for consideration. Assists the Scoping Unit, Stage 0, in assessing potential environmental issues during the feasibility study. + Reviews and approves proposals, studies, and invoices prepared by consulting firms for factual accuracy and completeness. Prepares consultant scope with man-hour estimates to provide preliminary cost estimates to hire consultants for environmental work. Directs consultants to ensure that environmental laws and regulations are followed properly. Reviews environmental/engineering documents and proposals prepared by other agencies to determine the effect of their proposed projects on state roads and bridges. If necessary, prepares written response for the Environmental Engineer Administrator for submission to the appropriate agency and notifies the appropriate Section or District within DOTD. + Provides technical expertise to lower-level engineers and engineering technicians to resolve environmental issues related to highway projects. Reviews reports prepared by lower-level engineers in the Section and provides insight based on experience and expertise. These reports include, but are not limited to, Environmental Inventories (prepared in conjunction with feasibility studies); Environmental Assessments (prepared in accordance with the lead Federal Agency’s rules and regulations); Categorical Exclusions (documents that the project has no significant impacts); Noise and Air Studies (technical documents explaining the methodology, parameters, and results of noise and air modeling, and recommends abatement/mitigation); Phase I Environmental Site Assessments (documents recognizing environmental conditions on projects); Preliminary Cost Estimates (published in environmental documents); additional studies prepared at the request of the Planning Section, Design Sections, Legislature, etc. (only done if approved by the Environmental Engineer Administrator (Engineer 8) and usually related to traffic noise, hazardous materials, etc.). Prepares scope and budget report upon final approval of environmental document. Scope and budget reports are jointly recommended for approval by the environmental and design team members and are approved by the Chief Engineer. + Attends both technical and non-technical meetings in regards to environmental impact of DOTD projects. Provides technical expertise and assistance to non-engineer staff. Assist with the training of lower level engineering staff. Attends conferences and training classes for continuing education purposes and for development of job-related skills and abilities. Makes presentations at conferences and classes concerning Department procedures and/or specific environmental topics. Assists with the Department’s public involvement program including the public outreach, preparation, and conducting of public meetings and hearings for the Department. Prepares an accurate record of these meetings for project documentation. Also reviews materials prepared by consultants and attends meetings and hearings conducted by Local Public Agencies or consultants on DOTD’s behalf at various stages of project delivery.
