About this Job:
The incumbent of this position assists in the management and supervision of the Construction Contracts Unit by serving as a technical staff advisor providing expertise in the development, maintenance, implementation and quality control of the construction bid proposal and contract preparation and distributing processes for the DOTD construction and maintenance programs, and by making work assignments within the unit, which often totals more than $600 million per fiscal year. The incumbent of this position also maintains training resources, provides assistance to Project Managers in AASHTOWare software, and serves as beta tester for new DOTD licensed AASHTOWare Project Preconstruction software updates. The incumbent also serves as a technical staff advisor in the review of technical specifications and new specifications pertaining to requirements for their use in proposals. The process of preparing and distributing construction bid proposals and contracts is conducted primarily by the Construction Contracts Unit of Contracts Services Section with additional contributions from maintenance and district personnel.

Minimum Qualifications
Possession of a current Louisiana Engineer Intern Certificate.
NOTE:
Applications will be accepted from persons who possess a current Engineer Intern Certificate in states other than Louisiana. However, the applicant will be required to obtain a Louisiana Engineer Intern Certificate prior to appointment. The hiring agency will verify that all requirements are met.

Job Duties and Other Information
Job Duties:
+ Technical staff advisor to engineers and technicians with the preparation of construction bid proposals and construction contracts regarding the use of various specifications, specification references, and pay items for the proposal work.
+ Assists in the coordination and planning for assignments to meet legal completion dates and ensure that all assignments are completed within these dates, maintains status records, attends various staff meetings, provides expert assistance and makes work assignments within the unit etc.
+ Develops and maintains specification/form checklists for the preparation of construction bid proposals by the Construction Contracts Unit and other Department personnel thereby implementing new and revised specifications, forms, and policies. Coordinates with Legal Section for development of unique contracts, maintains contract forms and updates on DOTD Intranet for department-wide access.
+ Develops and maintains requirements for the preparation of specialty construction proposals through research and review.
+ Approves, by affixing his professional engineer's seal, the work of the unit's staff composed of lower level engineers, engineering interns, and engineering technicians engaged in the process of preparing and distributing construction bid proposals and contracts in conformance with established DOTD and FHWA policies and regulations.

Career Progression: This position may be filled as an Engineer Intern 1, Engineer Intern 2, Engineer 3, Engineer 4 or Engineer 5. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected.
Compensation:The actual starting salary depends on the education and experience of the selected applicant. Bi-weekly special entrance rates have been established as follows:
+ Engineer Intern 1 $2115.20
+ Engineer Intern 2 $2263.20
+ Engineer 3 $2671.20
+ Engineer 4 $2952.00
+ Engineer 5 $3158.40
Required certification for applicants interested in qualifying for Engineer Intern 1 or 2: Engineer Intern Certificate in the state of Louisiana.
Required License for applicants interested in qualifying for Engineer 3, 4, or 5: Professional Engineer License in the state of Louisiana. Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If selected for the position, they will be required to obtain a Louisiana license prior to appointment.
