This Engineer position is to assist the Project Engineer in the everyday activities of managing a District Construction Unit, such as directing and supervising highway and bridge construction, survey activities, contract administration, quality assurance, material management, and associated functions of a construction gang including functionally supervising employees in the Project Engineer’s office engaged in construction work with DOTD. It is located in District 61 Unit 206, Ascension Parish of the Department of Transportation and Development and reports directly to Engineer 6, Project Engineer.

Minimum Qualifications
Possession of a current Louisiana Engineer Intern Certificate.
NOTE:
Applications will be accepted from persons who possess a current Engineer Intern Certificate in states other than Louisiana. However, the applicant will be required to obtain a Louisiana Engineer Intern Certificate prior to appointment. The hiring agency will verify that all requirements are met.

Job Duties and Other Information
Job Duties:
+ Assist the Engineer 6 in directing and supervising highway and bridge construction, survey activities, contract administration and associated functions of a construction gang. Functionally supervises employees engaged in construction work with DOTD. Work assignments included monitoring inspection techniques for desired results.
+ Assist the Project Engineer in solving problems that arise in the field using engineering judgment and principles. Makes engineering decisions under the direct supervision of the Project Engineer. Interprets construction plans to determine practicality, if they serve the purpose intended, constructability, and if they use sound engineering practices.
+ Use software such as Proval for evaluating IRI to ensure conformance with project specifications; Headlight for preparing project diaries, Site Manager for generating estimates, Excel for creating and maintaining electronic field book records, reviewing change order backup information and preparing change orders, and assessing time charges; and Site Manager Materials for reviewing and approving sampling and testing for projects.
+ Participates in preconstruction conferences with engineers and contractors to discuss construction scheduling, method of construction and potential problems. Maintains field records and calculates quantities for partial and final estimates on multimillion dollar projects.
+ Interpret test results on soils, asphaltic concrete, structural & paving concrete, and structural & reinforcing steel to determine their suitability for use in the construction of the project.
+ Conduct preplanning and preconstruction site investigations to assess and determine project needs and quantities using engineering principles and techniques.
Position-Specific Details:
Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); Job Appointment, or by detail to special duty.
Career Progression: This position is in a Career Progression Group (CPG) and is being posted at the following levels: Engineer Intern 1, Engineer Intern 2, Engineer 3, Engineer 4, and Engineer 5. The maximum annual salary for the Engineer 5 is $126,256.00. Compensation:
**Special Entrance Rate (SER)**
Engineer Intern 1 - $2,115.20/biweekly
Engineer Intern 2 - $2,263.20/biweekly
Engineer 3 - $2,671.20/biweekly
Engineer 4 - $2,952.00/biweekly
Engineer 5 - $3,158.40/biweekly
Applicants may apply 90 days prior to receipt of your degree, however, the effective date of the appointment cannot be prior to your graduation date.
The incumbent must be self-motivated and be able to perform duties many times with minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations, as well as DOTD policies, procedures, manuals and directives.
