The primary function of this position is to serve as the agency's leading expert on consultant development and management for the design of electrical systems for movable bridges, roadway lighting, and facilities electrical on a statewide basis. Incumbent shall be primarily responsible for overseeing a large number of consultant engineers who are charged with developing electrical construction plans for movable bridges, roadway lighting, and facilities. Incumbent may be required to review and provide expertise on all electrical design contracts created by any Project Manager or Program Manager statewide. The department serves primarily as a civil engineering firm. Thus, the Bridge Design Electrical Unit is the sole source of expertise the agency has within the state. This advanced level position provides high level expertise necessary for the agency to perform required electrical engineering work. This position provides administrative support, which ranges from contract development to reviewing of plans and monitoring and approving work. Position is responsible for ensuring timely delivery of construction plans from consultants and is given authority which cuts across many levels of DOTD to ensure that support efforts are carried out, as required, in order to meet deadlines for activities. EXPERIENCE SUBSTITUTIONS: A master's degree in engineering will substitute for one year of professional engineering experience. A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience. NOTES: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. Job Duties and Other Information Job Duties: + Function as the statewide expert consultant and researcher on high level design and construction projects, complex movable bridge electrical, roadway lighting, and facilities design and consultant contracts for electrical design services. + Serve as a DOTD project manager or bridge task manager to manage work efforts and fulfill contracted services. Provide engineering expertise for critical statewide programs such as the Federal Bridge Replacement and Rehabilitation Program and the Preventative Bridge Maintenance Program, the Federal Interstate Lighting Program, and State Facilities Maintenance funding. + Provide Quality Control/Quality Assurance (QA/QC) for electrical design projects developed by other section engineers. Deliver technical expertise for solving electrical problems as they relate to bridges, roadway lighting, and facilities on a statewide basis across all DOTD Districts. + A thorough knowledge of the following specifications, guides and manuals is critical to ensure compliance of consultant prepared plans with all DOTD requirements for safe and efficient electrical systems: A Guide to Constructing, Operating, and Maintaining Highway Lighting Systems, LADOTD Bridge Design and Evaluation Manual, National Electrical Code, NFPA 70E, ANSI/IES RP-8, AASHTO Roadway Lighting Design Guide, Louisiana Standard Specifications for Roads and Bridges and AASHTO LRFD Movable Highway Bridge Design Specifications. + Prepare complex bridge plans and specifications using electrical detailing and plan preparation experience with movable bridge plans, control electrical schematics, control logic, electrical details, luminaire pole layout, conduit and conductor interconnect, highway safety details, project construction phasing, etc. Manage the electrical and illumination components of unique bridge and road rehabilitation or repair projects that include bridge and road widening, bridge re-decking, and of new bridge and road construction, etc. + Function as a lead designer and team leader for the design of complex electrical power, control, and illumination systems for movable bridges, roadways, rest areas, buildings, tunnels, pumping stations, and other transportation facilities. + Direct project design and plan development in accordance with the Department’s standards, Federal Highway Administration policies, US Coast Guard requirements, and other applicable codes and standards. + Serve as project manager for projects that are primarily electrical in nature and provide project management and task management for assigned consultant projects ensuring that all projects and tasks are completed within scope, schedule and budget requirements, and at the highest quality. Position-Specific Details: Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.
