About this Job:
This position is an agency-wide senior level electrical consultant expert which requires a high level of specialized training and experience. The primary function of this position is to serve as the agency’s leading expert on consultant contract development and management for the design of electrical systems for movable bridges, roadway lighting, and facilities electrical on a statewide basis. Incumbent shall be primarily responsible for overseeing a large number of consultant engineers who are charged with developing electrical construction plans for movable bridges, roadway lighting, and facilities. Incumbent may be required to review and provide expertise on all electrical design contracts created by any Project Manager or Program Manager statewide. This advanced level position provides high level expertise necessary for the agency to perform required electrical engineering work.
Supplemental Qualifications:
1. Possession of a current Louisiana license to practice professional engineering in the discipline of Electrical Engineering.
2. At least two (2) years of professional experience in consultant contract development and management for the design of electrical systems for movable bridges, roadway lighting, and building facilities.
3. At least three (3) years of professional engineering experience in for the design of electrical systems for movable bridges, roadway lighting, and building facilities.

Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information
Job Duties:
+ Design of Electrical Systems for Statewide Movable Bridges, Facilities Electrical, and Illumination:
+ Prepare complex bridge plans and specifications using electrical detailing and plan preparation experience with movable bridge plans, control electrical schematics, control logic, electrical details, luminaire pole layout, conduit and conductor interconnect, highway safety details, project construction phasing, etc. Manage the electrical and illumination components of unique bridge and road rehabilitation or repair projects that include bridge and road widening, bridge re-decking, and of new bridge and road construction, etc.
+ Function as a lead designer and team leader for the design of complex electrical power, control, and illumination systems for movable bridges, roadways, rest areas, buildings, tunnels, pumping stations, and other transportation facilities.
+ Direct project design and plan development in accordance with the Department’s standards, Federal Highway Administration’s policies, US Coast Guard requirements, and other applicable codes and standards.
+ Review and approve detailing and standard design work developed by the Bridge Design Section.
+ Project Management and Task Management:
+ Serve as project manager for projects that are primarily electrical in nature and provide project management and task management for assigned consultant projects ensuring that all projects and tasks are completed within scope, schedule and budget requirements, and at the highest quality. Utilize DOTD project management software tools to manage projects on a weekly basis.
+ Serve as a task manager to oversee the development of the electrical portions of a project. Advise the project manager on all questions related to electrical issues.
+ Assist with the acquisition and management of consultants performing electrical design of movable bridges, roadway lighting, and facilities for all sections of DOTD statewide.
+ Provide functional/project supervision over other engineers and technicians in order to coordinate electrical engineering work. Function as a lead designer and team leader for the design of complex electrical power, control, and illumination systems for movable bridges, roadways, rest areas, buildings, tunnels, pumping stations, and other transportation facilities and shall be responsible for training less experienced Engineers and Engineer Interns in his/her area of expertise.
+ Construction Related Engineering Services (CRES):
+ Review electrical shop drawings and equipment submittals for assigned projects.
+ Provide engineering support during construction to District Project Engineers/Inspectors on construction issues related to electrical systems the incumbent has designed. This support consists of periodic field inspections, responding to RFI’s from the contractor, answering email/telephone questions from the Project Engineer/Inspector, developing acceptable solutions to construction or plan errors as requested by the Project Engineer, and reviewing/approving all electrical design changes requested by the contractor during construction.
+ Perform and/or coordinate final inspections of all above electrical systems related to the work designed both in-house and by consultants to ensure all electrical systems have been constructed according to the contract documents.
+ Assist the contractor with the final setup of the electrical systems on new movable bridges (timing relay settings, limit switch settings, etc.), final preparation of Lighting and Electrical System Performance Testing, O&M Manuals, and As-Built Drawings to ensure that the electrical system is functioning properly prior to the Department’s acceptance of the system.

Compensation: This position has a Special Entrance Rate of $3316.00 biweekly.
This position receives premium pay of $4.00 for all hours.
