About This Position:
The LA DOTD is responsible for conducting inventories and inspections of approximately 14,000 bridges throughout the state in accordance with the 23 USC, Subpart C, (The National Bridge Inspector Standards NBIS). Approximately 10,000 bridge inspections are performed each year in Louisiana. The field inspections are performed by 52 full time Bridge Inspectors assigned to the 9 LA DOTD Districts. The LA DOTD Headquarters Bridge Maintenance Section is responsible for establishing the implementing policies and procedures for the inventory and inspection of the bridges in Louisiana. The Federal Highway Administration oversees states are in compliance with 23 USC and if DOTD does not comply with these federal requirements, the DOTD will lose $100 million per year. Reviews in recent years have found Louisiana's quality control/quality assurance (QA/QC) efforts needing improvement. Legislation mandating Bridge Management Systems (23 USC Part 500) required that the LA DOTD completely revise its bridge inventory and inspection systems.

Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

SUPPLEMENTAL QUALIFICATIONS:
+ Two years of licensed engineering experience in the design and/or rating of bridges.
+ Six years of professional engineering experience in the design and/or rating of bridges.

Job Duties and Other Information
Job Duties:
+ Performs engineering analysis of On-System and Off-System Bridge Load carrying capacity based on as designed and present condition of bridge structures statewide. As the statewide maintenance load rating expert, this position will make decisions on when to develop, advertise, and manage load rating consultant contracts or when to load post or re-evaluate bridge load carrying capacity based on field condition to ensure safety of the travelling public and comply with the 23 Code of Federal Regulations (CFR) 650 Subpart C and the National Bridge Inspection Program (NBIS).
+ Assists the Bridge Inspection Engineer (Engineer 7 DOTD) in developing the bridge maintenance & preservation program by conducting engineering analysis of bridge inventory and inspection data and bridge inspection reports and by making field inspections of structures to set priorities for bridge maintenance & preservation projects relating to structural member repair.
+ Manage the off-system timber rating program and perform quality assurance (QA) reviews of timber load carrying capacity ratings as outlined in the Bridge Inspection QA/QC manual. Keeping records therefore for compliance with the NBIS.
+ Assists the Bridge Inspection Engineer in administering the Bridge Inspection program by helping to develop and execute specialized bridge inspection programs such as load rating, fracture critical evaluation, and bridge structural repairs.
+ Acts as the Bridge Maintenance liaison to the Bridge Design Rating Group.
+ May perform other duties as necessary including but not limited to emergency/disaster duties.
