Seeking a Housing Choice Voucher (HCV) Enforcement Coordinator. The primary role of this position is to ensure and enforce HCV Program integrity of the HCV Program, specifically related to the determination of Intent to Terminate (ITT) protocols. Work involves enforcement of HCV program violations as required by the Milwaukee Housing Authority and HUD. Frequent exercise of independent judgment and a high degree of decision making are required. This position requires strong customer service, time management, organization, attention to detail, presentation skills, and excellent communication. Perform related work as required.
Essential Duties Terminate Participant HCV assistance for violation of the program Family Obligations. Process terminations for Housing Assistance Payments for participating owners. Process delinquency notices relative to Security Deposit Loan Repayment. Document and maintain detailed and comprehensive records to support ITT determinations and decisions. Prepare case files for Informal Hearings. Participate and testify at Informal Hearings. Conduct meetings with HCV Participants and explain the HCV Program Family Obligations and HUD regulations. Maintain Microsoft Excel Spreadsheets. Process timely Reinstatements from Informal Hearing Decisions. Review documentation submitted following request to terminate a HCVP participant. Follow up with Housing Specialists to confirm the information submitted is accurate. Update system information to reflect findings. Write/create letters to be sent to participants. Correspond with Hearing Presenter in regard to final determinations of ITT. Serve as a liaison for Housing Specialists relating to ITT determinations. Review & approve Reasonable Accommodations and VAWA. Review ITT to ensure violations comply with HUD Regulations and HACM’s Administrative Plan. Troubleshoot and filter all Fraud Hotline complaints. Prepare monthly/weekly reports. Accurately close out Salesforce cases. Process manual payment adjustments as needed. Answer telephone and email inquiries from voucher participants and property owners. Handle special projects as needed. Additional duties as assigned.
Knowledge, Skills & Abilities Knowledge of the federal Housing Choice Voucher Program including HQS requirements. Knowledge of rules and guidelines issued by federal and state agencies concerning property management. Ability to apply considerable concentration frequently throughout the day. Ability to effectively perform with constant interruption. Ability to communicate verbally with tenants, property owners, and colleagues. Ability to write procedural guides, letters, maintain documentation, and complete forms. Ability to work in confidential situations with professionalism. Strong interpersonal skills for building relationships with colleagues at all levels. Ability to plan and prioritize work. Strong independent decision-making ability. Ability to take initiative and be resourceful. Ability to analyze data and present recommendations. Excellent organizational and time management skills. Proficiency in Microsoft Office products.

Training / Experience Associate degree or college credit hours preferred in business, social work, or public administration. 3-5 years of experience in Housing Choice Voucher, low-income tax credit, or property management/compliance programs. 3-5 years of client service experience. Combination of training, education, and experience equivalent to the employment standard. Experience in a high-volume, deadline-driven environment. Knowledge of public sector housing authority programs and systems is a plus. Successful completion of company training modules and exams. Participation in seminars, webinars, and workshops as required.
