Position Information We are seeking a Manager, Human Resources (Employee Relations Manager) who under direction, organizes, manages, and leads Employee Relations and related functions for Texas A&M AgriLife. Responsibilities: 30% - Management + Organizes, manages, and leads the Employee Relations function for AgriLife entities, supervising an HR Specialist. Supervises the investigation and processing of formal and informal complaints. Recruits, hires, trains, supervises, evaluates performance, and develops professional development plans for assigned staff. + Develops schedules, priorities, and standards for achieving goals related to employee relations, including disciplinary actions, terminations, formal complaints, legal matters, rules and procedures and related programs. 45% - Employee Relations + Provides guidance to departments and management regarding Employee Relations practices, compliance, laws, and regulations. Exercises discretion and independent judgment in advising management and supervisors on performance improvement, reprimands and disciplinary matters, terminations, suspensions, and other separations such as loss of funding and reductions in force. + Collaborates with AgriLife colleagues and leadership, the Texas A&M Office of Civil Rights and Title IX (CR/T9), Faculty Affairs and TAMUS legal and compliance contacts on highly complex questions, cases and requests. Responds to and writes position statements for EEOC and TWC charges. Serves as point of contact with CR/T9 on Civil Rights and Title IX cases, investigations and training. + Develops resources, training, and presentations on related HR topics. 10% - HR Policies/Regulations/Procedures Administration + Develops and revises guidelines, rules, and standard administrative procedures. Advises staff and management on issues and application of rules, policies, regulations, and standard administrative procedures related to human resources management. + Effectively communicates HR programs, practices, and policies to employees. Ensures compliance with state and federal laws and regulations, including required notices. 10% - Special Projects/Report/Records/Other HR Support + Oversees and/or prepares reports and documents related to human resources activities. Maintains records on Employee Relations matters and coordinates HR responses to subpoenas and open records requests. Researches and completes various projects, as requested by leadership. Partners with managers to understand the department’s current and future HR challenges and to identify HR needs and opportunities for improvement. + Develops formal and informal messages as appropriate for intended audiences. + Develops and maintains network of professional contacts within AgriLife entities including peers in HR and non-HR roles, customers, and management. + Attends human resources training and/or informational meetings. Completes required monthly professional development training. 5% - Other Duties + Performs other duties as assigned. Required Education and Experience: + Bachelor’s degree or equivalent combination of education and experience. + Five years of Human Resources experience. Required Special Knowledge, Skills, and Abilities: + Knowledge of conflict resolution and progressive discipline. + Knowledge of federal and state employment laws. + Excellent written and verbal communication skills. + Ability to respond appropriately to complex employee relations issues such as conflict resolution. + Ability to facilitate group interactions and build relationships. + Ability to deal with sensitive information in a confidential manner. + Ability to multi-task and work cooperatively with others. Preferred Qualifications: + Master’s degree in human resources or related field. + More than five years of progressively responsible experience in human resources. + Experience in problem solving, conflict resolution, investigations, employee relations or policy administration/enforcement issues. + Extensive knowledge of employment and labor laws. + Training and presentation skills. + HR-related certifications.
