The IRC responds to people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, develop economic wellbeing, and empower communities to regain control over their lives. The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, IRC launched an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

Scope of work:

Under the direct supervision of the Deputy Director of Programs, the Emergency Manager will provide strategic and operational leadership for the effective implementation of emergency preparedness and response interventions across IRC's operational areas in Yemen. This role is pivotal in reinforcing organizational and partner-led emergency efforts before, during, and after crises, supervising program and operation teams' EPRM-related work, providing technical support to partners, and ensuring sound financial management of the emergency portfolio. This position leads a team of sectoral specific emergency senior officers.

Job summary:

The Emergency Manager will lead the design, planning, implementation, and monitoring of the Emergency Preparedness and Response Mechanism (EPRM) program in Yemen, as well as support any emergency programming even if out of the EPRM. This includes ensuring context-specific disaster and climate risks are identified for effective preparedness and response, coordinating with internal and external stakeholders, building staff and partner capacity, and managing program resources, including comprehensive budget oversight and financial accountability. Provide direction in the coordination of responses, such as floods, outbreaks and new displacements. The Manager ensures timely, budget-friendly program implementation, prioritizing protection and accountability to affected populations.

Main responsibilities:

Technical Quality:

Ensure detailed evaluations and surveys identify emergency-related needs and inform strategies for readiness and response, applying lessons learned. Provide technical leadership in implementing the EPRM strategy, ensuring organizational compliance and procedures. Contribute to preparing technical concept notes and proposals for DRR mainstreaming and EPRM program, with experience in reviewing partner proposals. Lead in quality reporting to donors on emergency programming. Provide technical support and leadership in disaster response and crisis management activities, including the execution of contingency plans. Support the capacity development of implementing partners and the emergency team through targeted training, mentoring, and technical guidance Lead the timely revision and dissemination of all resource materials related to humanitarian response plans, ensuring coordination with relevant sectors for consistency and integration. Program Management & Budget Oversight: Lead on the Project Cycle Management (PCM) of emergency programming, including the development of comprehensive program management plans (work planning, spending planning, procurement planning, and staffing planning). Develop and put into action a structured schedule for emergency and disaster preparedness training, simulation drills, and technical training, ensuring alignment with organizational and international guidelines. Work with Supply Chain and Warehouse teams to maintain availability needed commodities, updating inventory and dispatch plans. Take primary responsibility for the overall financial management of the EPRM program, including developing detailed implementation and spending plans. Monitor progress against targets and timelines and adjust plans as needed to ensure effective and efficient budget utilization, from experience in budget plan development, expense monitoring, and spending plan preparation. Participate in the regular project implementation meetings including Budget vs. Actual (BVA) reviews, documenting decisions and ensuring timely follow-up on action points. Supervise and support the emergency team Coordinate emergency assistance to crises-affected populations, ensuring protection issues are emphasized and mainstreamed across all interventions. Ensure high-quality and timely donor reporting, contributing to knowledge and data management, and documentation of lessons learned. Coordination and Representation: Maintain close coordination with local-level stakeholders, to assess needs and capabilities. Actively participate in field-level coordination meetings related to emergency management, building working relationships with other specialists. Represent IRC and proactively engage in relevant coordination forums and meetings at the field, governorate, and national levels (e.g., humanitarian clusters, disaster management coordination structures). Lead the facilitation of training for IRC, implementing partners, and local authorities.
Minimum Qualifications:REQUIREMENTS:

1.                  Education:

Bachelor’s Degree or equivalent experience in Disaster Management, Social Sciences, Public Health, Medicine, or another closely related field is required

2.                  Experience:

Experience in humanitarian programming with INGOs, with significant leadership and oversight responsibilities experience in Yemen conflict-affected context. Shown expertise in designing, planning, implementing, monitoring, and evaluating emergency responses. Extensive experience working with local partners, UN Agencies (e.g., WHO, UNICEF), and government authorities. Experience in remote management of emergency interventions. Experience in rapid response mechanisms, outbreak management and flood responses. Experience in coordinating assessments following responses and contributing to long-term planning (e.g., future plans, backup plans).

3.                  Skills and Abilities:

Demonstrate strong leadership skills by coordinating the development and execution of comprehensive emergency response plans, encompassing budgeting, procurement, and work plans. Remarkable financial management skills, including detailed budget planning, tracking expenses, and crafting spending plans. Advanced analytical and data interpretation skills. Excellent interpersonal, communication, and representation skills, with a track record of establishing and maintaining strong relationships with authorities, clusters and partners. Highly flexible and adaptable to humanitarian contexts and emergency situations, with the ability to take urgent action. Proficiency in PCM and donor reporting. Language: Fluent in English and Arabic (written and spoken).
