Job Description

Key Functional Responsibilities

Manage testing & commissioning documentation, O&M manuals, and as-built records for handover.

Ensure smooth transition from construction to operations, with zero-defect handovers.

Supervise electrical works on site, ensuring adherence to project standards and timelines.

Provide guidance to the team on technical issues, ensuring best practices in construction and engineering processes.

Key Managerial Accountabilities

Achieve assigned objectives through setting individual targets, managing performance, and developing/motivating staff.

Participate in the development of section’s business plans in line with departmental objectives.

Ensure effective implementation of policies, procedures, and controls across all assigned activities.

Prepare section budgets and monitor financial performance against approved guidelines.

Identify opportunities for continuous improvement, considering leading standards, productivity improvement, and cost reduction.

Ensure all section reports are prepared accurately and timely, meeting CEER requirements, policies, and quality standards.

Maintain confidentiality of sensitive information within and outside CEER.

Ensure compliance with Health, Safety, Security, and Environmental policies across all business functions.

Manage contractors during construction delivery to ensure project milestones are met efficiently.

Qualifications

Bachelor’s degree in Electrical Engineering (Master’s degree preferred).

Accredited professional qualification (PMP, SP, RMP, or equivalent) preferred.

Demonstrated hands-on construction experience with proven capability to lead electrical works on site.

Expert knowledge of BMS systems, LV distribution, MV networks, and electrical infrastructure.

Strong understanding of Saudi building codes, safety regulations, and utility authority processes.

Experience:

Minimum 10+ years’ experience delivering large-scale industrial or infrastructure projects, with at least 5 years in Saudi Arabia or GCC.

Proven track record in fast-track project delivery including testing, commissioning, and energization.

Experience working for or alongside EPC contractors to achieve challenging deadlines.

Demonstrated experience managing contractors during construction delivery.

Strong leadership, communication, and stakeholder management skills.

Additional Information

Candidates with construction experience are highly preferred.

Hands-on experience in Low Voltage systems, BMS, testing, and commissioning is essential.

Ability to mentor and guide junior engineers and team members effectively.
