Job DescriptionWe are currently seeking an Environmental, Health & Safety (EHS) Specialist to join our apparel manufacturing plant in Liverpool, NY. This is a key role where you will develop, implement, and maintain the facility's EHS programs and create site-specific procedures. Your main goal will be to ensure we're fully compliant with all regulatory requirements and company initiatives.
In this role, you will report directly to the Operations Manager, with a dotted line reporting relationship to the EHS Regional Manager.
Responsibilities
Environment, Health and Safety
Owning, creating and driving a proactive culture of safety, across all functions that is adaptable to the challenges of a large, growing manufacturing organization.
Lead in a manner consistent with Avery Dennison Values and Code of Conduct, living our culture through every day interactions and communications.
Organizing and controlling the EHS functions of the site in a collaborative manner to ensure that best in class accident prevention programs are created and maintained.
Implementing environmental, health and safety education and training to support regulatory and business requirements.
Investigating all releases, injuries and near-misses.
Managing Job Safety Analysis and PPE compliance program.
Maintaining the facility's compliance records for permits. Reviewing applicable regulation changes that impact permits and/or compliance.
Managing the safety program to assure compliance with corporate standards
Ensure our facility and that of our outsource partners is compliant to our customer audit regulations.
Identifying and evaluating hazardous conditions and practices and developing hazard control practices and programs.
Actively manage a contractor safety program
Coordinate periodic industrial hygiene monitoring of noise, air quality and other IH levels.
Reviewing plant incident statistics and making recommendations for correction of problem areas.
Conducting periodic risk assessments of plant machinery, equipment, and working conditions to ensure conformance to appropriate safety and sanitary standards and regulations.
Provide advice, assist, and audit the front line leadership to ensure that effective EHS is implemented and working
Maintain working relationships with Regulatory Agencies and chair or co- chair and lead the Safety Committees.
Assist with maintaining the Site Preparedness and Emergency Plans & Procedures.
Review Federal, State and local regulation changes that impact permits and permit compliance.
Coordinates and resolves regulatory issues with customers to meet business requirements and regulatory compliance.
Identifies and evaluates hazardous conditions and practices and develop hazard control practices and programs. Maintain MSDS system.
Reviews proposed CERs and approve them from a EHS perspective. Works closely with Engineering and Maintenance departments ensuring EHS compliance of projects and equipment.
Reporting & Documentation
Requirements include integration of environmental, health and safety management systems with engineering and program documentation and schedules to maintain regulatory compliance and safe operating conditions.
Reduce liability within a facility and ensure all safety and environmental recommendations are completed and documented.
Compile process safety information for each covered process and keep readily accessible to process employees and management as well as updated on an annual basis.
Use a structured processes score card to measure and communicate Safety/Environmental performance with both leading results and indicators.
Track and regularly report the status of regulatory compliance and improvement initiatives.
Maintain OSHA 300 log, form 101, and all other governmental and corporate database records.
Training, Resource & Counsel
Serve as a resource to the site manager in regards to EH&S matters and act as daily point of contact for all EH&S issues. Assists line and staff management in understanding OSHA/EPA regulations and standards, including guidance on handling OSHA/EPA compliance, inspections, and citations.
Organize and control the EH&S functions of the site(s) to ensure that an effective accident prevention program is maintained, that appropriate measures area taken to comply to Corporate, OSHA/EPA and related safety and environmental policies agencies and directives. Ensure that the company stays in compliance with company & client policies and procedures as well as federal and state laws.
Provides advice and counsel to product and process engineers and leads to incorporate environmental health and safety principles and concepts to prevent workplace, operational hazards and environmental impacts.
Implements environmental, health and safety education and training to support regulatory and business requirements.
Function as the contractor-plant representative to assure compliance of all PSM-related requirements from contractors.
Act as a resource and mentor to facility safety teams. Investigate all releases, injuries and near-misses.
The position may also be responsible for treating minor injuries, managing workmen's comp. cases, EHS training, recordkeeping, performing accident investigations, etc.
Compliance & Safety Programs
Manage Job Safety Analysis program and OSHA PPE compliance program.
Maintain each facility's compliance records for permits. Review Federal, State and local regulation changes that impact permits and permit compliance.
Coordinates and resolves regulatory issues with customers to meet business requirements and regulatory compliance.
Manage the process safety program to assure compliance with all 14 elements of PSM.
Identifies and evaluates hazardous conditions and practices and develop hazard control practices and programs. Maintain MSDS system.
Reviews proposed CERs and approve them from a safety/environmental perspective. Works closely with Engineering and Maintenance departments ensuring safety/environmental compliance of projects and equipment.
Manage industrial hygiene program. Maintain and calibrate industrial hygiene testing equipment. Coordinate and conduct periodic industrial hygiene monitoring of noise, air quality and other IH levels.
Investigates compliance issues in conjunction with line and staff personnel. Notify top management of pertinent details. Guides and assists plant personnel at locations with critical environmental, safety and health issues.
Reviews plant incident statistics and makes recommendations for correction of problem areas.
Conducts periodic inspections of plant machinery, equipment, and working conditions to ensure conformance to appropriate safety and sanitary standards and regulations.
Assure that all modifications to existing PSM covered processes must go through a pre-safety start-up review, management of change, and a process hazard analysis.
QualificationsRequirements
Bachelor's of Science degree required, Occupational Health and Safety, Chemical, Mechanical, Environmental Engineering/ Science or related field preferred.
3-5 years of experience in a similar role within a manufacturing environment.
Experience working in a facility that employs the OSHA Process Safety Management Standard required.
Advanced professional EHS certification (CSP, CIH, CHMM, QEP, CEA, REM etc.) preferred.
Detailed knowledge of regulatory requirements and EHS policies, procedures and programs.
Experience in life safety codes: EHS rules, HAZOP, training, principles of occupational safety and health, and Process Safety Management.
Demonstrated success in leading efficient and effective compliance programs.
Strong interest and drive to identify/build and meet customer needs.
Being responsible for a number of key tasks, a high degree of accuracy, good time-management and priority setting skills are important.
An energetic, dedicated and enthusiastic work approach combined with good self management (without constant direct supervision) to meet deadlines.
Strong communication skills with a good command of the English language is required for this role.
Excellent teamwork, leadership, relationship building, mentoring, training and project management experience and skills.
Additional InformationCompensation Details
The salary range for this position is $65,775- $87,700/year.
The hiring base salary range above represents what Avery Dennison reasonably expects to pay for this position as of the date of this posting. Actual salaries will vary within the range, and in some circumstances may be above or below the range, based on various factors including but not limited to a candidate’s relevant skills, experience, education and training, and location, as well as the job scope and complexity, responsibilities, and regular and/or necessary travel required for the position, which may change depending on the candidate pool.
