This position will serve as a leader in the IDEA Monitoring Section and is expected demonstrate adept knowledge of the Individuals with Disabilities Education Act (IDEA) and other state policies and regulations as it relates to the implementation of programs and services for students with disabilities. The Office of Federal Support & Grantee Relations is looking for someone with the following qualities and skillset: + In depth knowledge of the IDEA + Experience with IEPs and related services + State or local monitoring or audit experience with special education programs and services + Special education certification preferably Mild/Moderate disabilities + Broad knowledge base about federal program monitoring requirements + Ability to work independently and lead special projects + Make recommendations to other agency staff + Excellent computer skills + Organizational and communication (oral and written) skills Minimum Qualifications Seven years of experience in education, teaching, or administrative services; OR Six years of full-time work experience plus four years of experience in education, teaching, or administrative services; OR A bachelor's degree plus four years of experience in education, teaching, or administrative services; OR An advanced degree plus three years of experience in education, teaching, or administrative services. Job Duties and Other Information As an Education Consultant 3, daily responsibilities include: •Research and maintain a strong understanding of current and emerging developments related to the reauthorization of the Individuals with Disabilities Act (IDEA) and the No Child Left Behind Act, particularly concerning monitoring requirements; •Communicate recommendations to the supervisor and assists in preparing reports for the IDEA Monitoring Section. This involves close collaboration with local education agencies to establish coordination and avoid duplication of services, as well as working with the section supervisor on key projects; •Facilitate interagency collaboration to ensure program alignment of programs and assist in developing monitoring schedules based on performance and compliance indicators; •Contribute to the creation of monitoring protocols, checklists, rubrics, calendars, and conduct monitoring visits which may include desk reviews and on-site visits. They will serve as the team leader for assigned compliance indicators in conjunction with the Annual Performance Report and will be responsible for monitoring, tracking, and collecting Corrective Action Plans (CAPs); •Develops summary of finding reports and corrective action plans to ensure follow-ups are completed within the appropriate timelines. They will also communicate recommendations to section supervisor on regarding efforts to reduce administrative burden, serve as monitoring team leader for assigned visits, and prepare reports of monitoring results for local education agencies; •Assume the lead role for one or more compliance indicators, which may involve close collaboration the Education Policy office staff and other indicator managers. This includes making data requests, preparing reports, tracking information, reaching out to LEAs regarding the correction of non-compliance, and submitting narratives to Office of Special Education Programs (OSEP) Annual Performance Report, among other relevant tasks. •Develops technical assistance documents and modules, and conducts monitoring training for LEAs; •Leads the development of training models of training models and disseminates relevant guidance documents and rubrics. Implements a process to identify and communicate all technical assistance needs to program staff based on IDEA monitoring findings. •Collaborates with the section supervisor in pre-staff activities for all scheduled on-site monitoring visits. •Performs all other duties as directed by the Division Director Position-Specific Details: Appointment Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected. Career Progression: This position does not participate in a Career Progression Group. Work Schedule:Work days are Monday - Friday; work hours will be determined.
