Key Responsibilities:
Generic responsibilities
• Develop and implement Education strategy, technical guidance
• Compliance with and adherence to WV policies, guidance and procedures with a special focus on Safe and Inclusive Programming
• Contribute to fundraising, develop and revise funding proposals, budgets and donor reports
• Identify trends and donor priorities
• Follow up on compliance with contractual commitments within Education, ensure high technical quality and synergies in project implementation.
• Provide technical direction and project implementation support
• Ensure that key learnings are extracted from Education implementation, and incorporate them in Education and staff development processes
• Provide systematic training and build capacity of technical staff
• Represent WV in relevant fora/clusters, including with national authorities and donors
• Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
• Develop, support and guide WVs education projects in CAR including non-formal education and system strengthening.
• Liaise and follow-up with government interlocutors on existing and future collaborations and projects.
• Assist and support needs assessments and response plans to new emergencies.
• Lead on the Education strategic programme planning, resource mobilization (including leading on fundraising for the Education programme).
• Ensure harmonization and consistency across education projects implemented
• Ensure technical quality and innovation of the Education programme including strategic oversight in the technical direction, programmatic learning objectives, MEAL tools and in seeking synergies with other programmes and projects.
• Ensure coordination with relevant education stakeholders including representation and effective networking
• Actively promote and operationalize synergies between Education and other WV CAR units and departments.

Skills and Competencies
1. Professional competencies
• Minimum 6 years of experience within technical expertise area in a humanitarian/recovery context
• Experience of Project Management in a fragile context
• Experience from working in complex and volatile contexts
Extensive experience in Education in Emergency in Fragile context
• Education expertise: development of strategy, capacity building, quality
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in French and English, both written and verbal
2. Context/specific skills, knowledge and experience:
• Relevant University degree (Master)
• Experience with start-up or expansion of new programmes
• Knowledge of Central Africa region is an added value
• Good knowledge of donor regulations (ECH0, ECW, etc.)
• Experience in team building capacity;
• Advanced computer skills, especially in Word, Excel, Power Point and Outlook;
• Able to multitask and organize competing priorities
• Experience from advocacy work
• Experience with youth and cash/voucher programming
