Early Intervention Data Analyst

The Massachusetts Department of Public Health (DPH) is seeking a detailed-oriented, organized, self-motivated individual to serve as the Data Analyst for the Early Intervention Division (EI) within the Bureau of Family Health and Nutrition. The Early Intervention (EI) Data Analyst is responsible for collecting, managing, analyzing, and integrating data to support provider compliance with regulatory requirements and improve child and family outcomes. This role enables data-based decision-making, fosters collaboration, and enhances the sustainability and efficiency of early intervention systems. The EI Data Analyst transforms complex datasets into clear visualizations that tell meaningful stories, highlight trends and outliers, and drive continuous improvement in service delivery. Using the Early Intervention Client System (EICS) and related software, this role conducts both routine and ad-hoc data analyses to support internal and external requests.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Complete standard reporting and operationalize the use of data in business decision-making.Develop and maintain technical elements of dashboards that share data for exploratory services, including mapping, downloading, and visualizing data.Use SQL, SAS, Excel, Power BI, Tableau, and other software to prepare concise, comprehensive technical reports that present and interpret data.Assist in defining, developing, and implementing data analytic standards.Plan, develop, and implement multiple data reporting structures.Develop and implement data storage systems, data collection systems, data analytics approaches, processes, and other strategies that optimize methodological efficiency and quality.Serve as the secondary contact for the gathering of data and database updates for reporting findings.Assist other stakeholders, when necessary, to exchange information and/or resolve problems specific to health or early intervention data stored in EICS (e.g., PHD, ECIDS, PELL).Assist in improving systems, operations, methods, and procedures within the EI Division related to software and hardware needs that support database applications.Enhance existing information systems by adding or improving functionality to integrate, analyze, and visualize data.Implement additional innovative enhancements that improve analyses, enable collaboration, or increase the sustainability or efficiency of systems.Perform quality assurance and serve as a subject matter expert on data integrity, extraction, and compilation.Oversee the implementation of the federal policy guidelines for data and reporting.Develop clear and concise presentations on findings using APA style.Complete internal and external data requests (e.g., creation of monthly datasets from the database to meet reporting requirements, legislatively mandated reporting, development of federal, state, and local contractor reports, data reporting for grants).Support the Division Director, Clinical Quality Manager, Operations Manager, Finance Manager, and Community Engagement Manager with oversight and monitoring activities of the EI Division’s contractors to ensure they meet data deliverables, timelines, validation, visualization, or manipulation services.Develop reports in Casetivity for use by early intervention services programs.Provide technical assistance and support in business applications and best practices to Early Intervention Strategic Leadership Teams and Division staff as needed or upon request.

Required Qualifications:

Demonstrated ability to collect, organize, analyze, and interpret complex data using statistical methods, query design, and business intelligence tools to support organizational decision-making. Skilled in preparing, presenting, and visualizing data clearly and accurately for varied audiences, including creating reports and dashboards tailored to stakeholder needs. Proficient in identifying data trends, providing actionable insights, and developing evidence-based recommendations while recognizing and explaining limitations or potential biases in analysis. Strong communication and interpersonal skills, with the ability to build relationships, collaborate effectively across teams, and convey technical information in an understandable manner. Experienced in statistical report writing, business analytics, and project planning, with a working knowledge of laws, policies, and regulations that guide data use and reporting. Effective in prioritizing and managing multiple data requests or projects, ensuring timely and accurate responses aligned with organizational goals. Able to adapt quickly to new tools, technologies, and evolving best practices in the field of data analytics. Demonstrates critical thinking, deductive and inductive reasoning, and a problem-solving mindset when approaching complex business or operational challenges.

Preferred Qualifications:

Advanced knowledge of data analytics and visualization, with the ability to apply these skills to inform policy and practice. Independence in developing innovative solutions and interpreting policies, laws, and standards.

II. A Master’s degree or higher with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for three (3) years of the required experience

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
