The division is committed to balance the need for mineral resource production with protection of the public, environment and Colorado's natural resources. The mission of DRMS is to protect the public, miners and the environment during current mining operations, restore abandoned mines, and to ensure that all mined land is reclaimed to beneficial use. The financial services section provides organizational planning, budgeting, fiscal management/auditing, legislative information, purchasing duties, customer relations and administrative support to the four programs within the division, consisting of 67.9 employees and two boards (Mined Land Reclamation Board and the Coal Mine Board of Examiners) appointed by the Governor. The budget for the division is over $17.9 million, comprised of cash and federal funds, The staff in this unit interact with the Department of Natural Resources Accounting and Budget staff, Governor’s Office of Planning and Budgeting, the General Assembly’s Joint Budget Committee staff and Legislative Council staff, as well as other state agencies. Description of Job OPEN ONLY TO CURRENT RESIDENTS OF COLORADO The position requires a strong and active leadership role in the financial impacts of all primary issues in the Division of Reclamation, Mining and Safety (DRMS) and economic research capability related to the mining industry. This position is responsible for overseeing all financial matters in the division and to ensure internal audits are performed to guarantee funds are spent appropriately (budgeting, accounting and purchasing) and that financial warranties for all mine operations are properly posted. The position is responsible for advising management staff on strategies for requesting budget changes or the cost of legislative proposals, preparing all budget documents for the Governor’s Office and the General Assembly, including fiscal notes on legislative proposals. The position provides timely revenue and expenditure projections to management staff and makes recommendations on strategies for staffing costs within budgetary limits. This position serves as the main point of contact to respond to requests and provide recommendations to the following offices - the Governor’s Office of Planning and Budgeting, the Joint Budget Committee, the Executive Director’s Offices (including Accounting/Payroll, budget, and Human Resources offices), the Attorney General’s Office regarding the legal services budget, the State Treasury bond recording staff and central services offices in the Dept. of Personnel and Administration. FINANCIAL OVERSIGHT Supervises up to 1.8 FTEs in various financial roles and directs all financial operations within the division including: all grants administration and oversight, budget analysis and monitoring, accounting, accounts payable, accounts receivable, purchasing and contract administration, and financial warranties accounting and recording. This position will be responsible for determining the optimal organizational and reporting structure of the Financial Services section and will lead the internal reorganization to ensure effective and streamlined operations as well compliance with all state and federal fiscal rules, procedures, processes, directives, and grant agreements. Direct and supervise the following team or team members: Grants Oversees staff to ensure all grants processes, from application to close out meet all internal, state, federal and other grantee compliance standards, conditions, rules and regulations. Accounting Oversees staff to ensure compliance with all fiscal rules and procedures, accounting standards, GASB statements, and any state or internal accounting policies and procedures. Ensures all diagnostic errors are cleared in accordance with monthly and year-end close schedules. Coordinates fiscal year-end procedures. Submits all new billing codes to central agencies annually and ensure the changes are implemented properly and timely. Coordinate with staff on fixed assets list for the division and distribute ID tags for equipment of a certain dollar amount. Report annually to EDO Accounting on the status of all items on that list (whether disposed of, new acquisitions, etc). Prepare annual building contents inventory for state’s Risk Assessment office. Negotiate lease rate. Submit annual “advance” forms through the State Controller’s Office to cover time-lag when federal grant funds are recorded to the state. Accounts Payable Oversees staff to ensure all payments are made timely, accurately, and in compliance with all applicable state and federal rules. Accounts Receivable Oversees staff to ensure revenue is deposited timely, accurately, and in compliance with all applicable state fiscal rules. Ensures revenue reconciliation is performed timely and accurately among the various system including the DRMS permit system, online payment portal, the state financial system, and the bank. Ensures delinquent accounts and the collections processes are followed. Purchasing and Contracts Oversees staff to ensure all purchasing process in the division follow internal, state and federal purchasing and contracting requirements. Ensures all procurements are performed in timely and efficient manner. Financial Warranties Ensures financial warranties are accounted for and recorded appropriately. Ensure cash bonds are reconciled, accurately tracked and cash warranty interest is deposited and tracked correctly monthly. LEGISLATION FISCAL IMPACT ANALYSIS Respond quickly to requests to review legislation and prepare fiscal impact analysis relative budget impacts to the division as well as policy/financial impacts to mine operators, local governments and other customers. Respond to financial impacts of proposed ballot initiatives and recommend the need to seek budgetary changes when appropriate. Defend impact statements to staff in EDO Budget and Legislative Council. BUDGET ANALYSIS AND MONITORING Monitor agency and program fiscal performance in a consistent and timely manner; provide reports and advise management on recommended spending/FTE cost projections throughout the fiscal year (for a budget of approx. $17.9 million). Provide program managers with easy-to-understand tracking documents on a monthly basis or more frequently as needed. Perform financial adjustments necessary to remain within overall budget limitations. Identify and solve budgetary and fiscal problems by taking the appropriate budgetary and fiscal actions to hold expenses within appropriations. Develop, support, and write budget requests to EDO. Work with EDO to develop budget justification for the Governor’s Office and JBC. Perform the preparation, editing and coordination with the division and departmental staff for all budget related activities for the division including the strategic plan, budget request documents, budget change requests, and fiscal impact analysis on legislation that impacts DRMS OTHER FINANCIAL SECTION DUTIES Serve as liaison on all annual financial audits, by working with EDO Accounting, State Auditor’s Office staff, and federal audit staff. AND Four (4) years of professional experience in financial management, budget development and implementation, grants administration and compliance, and accounting.
