Who We Are

The Program Aus4Growth (A4G) is a partnership between Australia and Vietnam and aims to close gaps in policy and practice to support enhanced economic growth, trade and investment, clean energy, inclusion, and digital acceleration. Building on previous programs – Aus4Reform and Aus4Transport – A4G integrates emerging initiatives in energy, trade, inclusion, and digital. A4G will directly support the priorities of the Australia – Vietnam Development Partnership Plan 2025-2030 and the Australia-Vietnam Comprehensive Strategic Partnership (March 2024). A4G is funded by the Australian Government Department of Foreign Affairs and Trade (DFAT) and managed by Boston Consulting Group.

What You'll Do

About The Opportunity During the Inception Period, the Domain Lead – Digital will provide strategic leadership and oversight in the design, implementation and management of program activities withing the Digital Domain, ensuring alignment with A4G objectives, as well as Government of Vietnam (GoV) and DFAT priorities. Working closely with the A4G Team Leader, Delivery Co-Leads, Domain Teams, and relevant GoV counterparts. This position will play a pivotal role in identifying key areas for intervention, shaping strategic direction, and overseeing the execution of the projects and program activities, including the early activities identified in the Initial Domain Strategies. This position will also provide ongoing technical advice to refine and develop priority focus areas, ensuring evidence-based, high-impact interventions. A core responsibility of the role is to foster strong relationships with GoV ministries and agencies, leveraging their expertise, networks and deep understanding of the Vietnamese economic landscape to enhance collaboration and policy engagement. KEY RESPONSIBILITIES  • Identify and prioritise key areas for intervention within the Digital Domain that align with Vietnam’s official plans, legislation, and A4G’s end-of-program outcomes (EOPOs), working closely with the Delivery Co-leads and Team Leader• Support shaping and implementation of Digital Domain-specific strategies and activities that contribute to A4G’s overarching objectives, including those relevant to the formulation of Subsidiary Agreements • Ensure that all activities are designed and implemented with sensitivity to Vietnam’s political, economic and cultural context, ensuring policy coherence and local relevance• Where aligned with DFAT and A4G Leadership Team, maintain strong relationships with relevant GoV ministries, agencies, private sector actors, and other key stakeholders• Build a good partnership and closely consult with DFAT, GoV partners and agencies, and other development stakeholders to get their “buy-in” inputs and commitment for the successful delivery of program outputs and outcomes as expected• Promote inclusion and gender equality to improve the responsiveness of delivery systems that enhance Gender Equality, Disability and Social Inclusion (GEDSI)• Contribute to monitoring, evaluation, research and learning (MERL) activities led by the MERL team of activity progress adapting to refine activities and maximise effectiveness to achieve outcomesPlease note that the Key Responsibilities listed above is not the substantive list, please contact the recruiter on the email below to obtain the full Terms of Reference for this position

What You'll Bring

• Advanced degree in a relevant field such as IT, emerging technologies, digitalisation, public policy, international development, or a sector-specific discipline• Strong background in digital government, digital economy and large-scale digital transformation. Experience with strategic design/user journey design for digitising government services or setup of Centres of Excellence highly desirable• Demonstrated success and positive engagement with senior GoV agencies, officials, and policymakers as well as private sector actors and other stakeholders at various levels in Vietnam. Experience with GoV is highly desirable• Strong strategic thinking and analytical skills, with the ability to translate complex economic and policy concepts into actionable plans• Proficiency in project management, including planning, implementation, and monitoring ensuring program effectiveness and impact. Proven experience leading and managing digital development projects in Vietnams is an advantage.• Excellent communication and interpersonal skills, with the ability to effectively engage and influence diverse audiences, including senior government officials, donors, and program partners• Ability to work collaboratively in a multidisciplinary and multicultural environment, fostering teamwork and cross-sectoral coordination
