Who We Are

The Program Aus4Growth (A4G) is a partnership between Australia and Vietnam and aims to close gaps in policy and practice to support enhanced economic growth, trade and investment, clean energy, inclusion, and digital acceleration. Building on previous programs – Aus4Reform and Aus4Transport – A4G integrates emerging initiatives in energy, trade, inclusion, and digital. A4G will directly support the priorities of the Australia – Vietnam Development Partnership Plan 2025-2030 and the Australia-Vietnam Comprehensive Strategic Partnership (March 2024). A4G is funded by the Australian Government Department of Foreign Affairs and Trade (DFAT) and managed by Boston Consulting Group.

What You'll Do

About The Opportunity A4G is seeking to appoint a Domain Lead – Gender Equality, Disability and Social Inclusion (GEDSI), who will play a key leadership role in shaping and driving the GEDSI Domain's strategy, program design, and implementation. The Domain Lead will have oversight and support strategic direction setting and quality of implementation for GEDSI across the Domains and ensure Do-No-Harm is integrated in GEDSI responsive monitoring systems. The role will have oversight of and support strategic direction setting across the Domains, and quality implementation of initial GEDSI activities across all Domains. The role requires strong engagement with senior stakeholders across, A4G, DFAT and Government of Vietnam (GoV), ensuring that program activities are impactful, well-coordinated, and responsive to both Australia's aid priorities specifically those outlined in the gender equality strategy and the disability equity and rights strategy and Vietnam's economic development goals. During the Inception Period, the Domain Lead – GEDSI will lead the development of a Gender Equality, Disability and Social Inclusion Analysis for A4G program. The purpose is to integrate a commitment to gender equality, women's empowerment, disability equity and rights, as detailed in DFAT's International Disability Equity and Rights Strategy (IDEARS), and social inclusion into all aspects of the Program's work, ensuring alignment with the A4G objectives as well as DFAT priorities and GoV. The analysis should elaborate the overarching program goal, purpose and targets by addressing social inclusion issues during program implementation to ensure that A4G have appropriate policies and procedures that help integrate GEDSI into all Domain and Strategic Impact Fund (SIF) activities. KEY RESPONSIBILITIES  • Support with identifying and prioritising key areas for intervention within the A4G Domains that align with Vietnam's official plans, legislation, and A4G’s end-of-program outcomes (EOPOs), working closely with the Delivery Co-leads and Team Leader, and GoV counterparts (where relevant)• Lead on delivery of strategic direction setting guidance and quality of implementation for GEDSI across the Domains• Propose ways in which the A4G management team can effectively integrate GEDSI principles and best practice in all domain and SIF activities• Support the Domain Leads to ensure GEDSI inputs are integrated and context specific in all domain and SIF activities• Mainstream GEDSI Domain-specific strategies and activities that contribute to A4G's overarching objectives, including those relevant to the formulation of Subsidiary Agreements and overarching A4G program objectives• Where aligned with DFAT and A4G Leadership Team, maintain strong relationships with relevant GoV ministries, agencies, private sector actors, and other key stakeholders• In collaboration with the Monitoring and Evaluation Manager ensure GEDSI is appropriately considered in the MEL Framework; program reporting; the design of activity MEL plans including identification of smart indicators for program success, collection of sex-disaggregated data and data on people living with disabilities• Support the facilitation of knowledge sharing, capacity-building, and technical exchanges within the team, across Domain Teams, Program partners and stakeholdersPlease note that the Key Responsibilities listed above is not the substantive list, please contact the recruiter on the email below to obtain the full Terms of Reference for this position

 



What You'll Bring

• Advanced degree in a relevant field such as international development, gender studies, human rights, social inclusion or a sector-specific discipline• Strongly experienced GEDSI specialist with an international development background and skills across diverse cultural settings• Demonstrated results in leading gender equality, disability and social inclusion, mainstreaming and targeted efforts at organisations and programmatic levels including adapting and working with different teams with varying levels of understanding of GEDSI• Demonstrated success and positive engagement with senior Government agencies, officials, and policymakers as well as private sector actors and other stakeholders at various levels. Experience with GoV highly desirable• Proficiency in project management, including planning, implementation, and monitoring ensuring program effectiveness and impact• Excellent communication and interpersonal skills, with the ability to effectively engage and influence diverse audiences, including senior government officials, donors, and program partners• Ability to work collaboratively in a multidisciplinary and multicultural environment, fostering teamwork and cross-sectoral coordination
