This position will be hybrid and may work from the Denver office (1313 Sherman Street) or the Grand Junction office (222 S. 6th Street).
Description of Job
The Division of Property Taxation (https://dpt.colorado.gov/) (DPT) exists to ensure the fairness and equalization of ad valorem taxation for Colorado taxpayers by administering, statewide, property tax exemption laws as they apply to religious organizations, charitable organizations, and private schools.
The Assessment Resources work unit provides support and technical expertise to the Governor, General Assembly, State Board of Equalization, County Boards of Equalization, Board of Assessment Appeals, Statutory Advisory Committee, and the public. This work unit also creates and develops policy manuals, advanced education curricula, and provides on-site training and assistance for county assessors and their staff. The work unit assists and enhances the efficiency and effectiveness of county assessors and their staff by creating and implementing, in cooperation with county assessors, industry, and other taxpayer groups, assessment policies, continuing education, training on unique issues, and other technical assistance on a state wide spectrum of complex issues necessary for the effective execution of the assessment administration responsibilities in the assessors’ offices.
The Property Tax Specialist I in the Assessment Resources section actively participates in the development of policy manuals, providing technical assistance and consulting, and producing assessment administration and appraisal curricula and training for county assessors and their staffs. The Property Tax Specialist I performs duties under the close supervision of higher Property Tax Specialists. Work is reviewed for technical accuracy and adequacy and professional judgment.
The primary duties and responsibilities of this position include, but are not limited to:
+ Research legal and assessment administrative issues then prepare a summary of the facts and findings;
+ Review new court decisions and statutes, recommend necessary revisions, and incorporate any needed changes into documents and publications;
+ Research and recommend new and revised curricula, course outlines and other course material, and assist in instructing education classes for assessors and their staff;
+ Provide administrative assistance to county assessors, staff and the general public through telephone calls, e-mails and in-person visits;
+ Serve as the coordinator for forms and documents created by the DPT, including reviewing documents, maintaining and tracking revisions; review and update brochures; ensure the most current and correct version of documents are available on the Division's website; and maintain historical copies of the documents; and participate in State Board of Equalization ordered reappraisals of county property valuations, identifying general and specific problems causing the ordered reappraisals, especially in administrative issues that need to be corrected.
+ Duties are completed with consultation and review by higher level property tax specialists.

MINIMUM QUALIFICATIONS
Experience Only: 5 years of experience in real estate, legal, title or taxation with 2 of those years working specifically with property tax assessment issues such as conveyance, abatements, classification, taxable status and similar administrative issues.
OR
Education and Experience: A combination of related education in real estate, taxation or a closely related field (as determined by the agency) AND experience as described above equal to five (5) years. Education will substitute for the general experience first.

Conditions of Employment

+ MUST have a valid, unrestricted Colorado driver's license with a safe driving record. A safe driving record requires the following:
+ No convictions within the last seven (7) years for Reckless driving; Vehicular manslaughter; Driving under the influence (DUI); Two (2) or more driving while ability impaired (DWAI) convictions; One (1) conviction related to bodily injury or death to another person as described in C.R.S. 42-4-239. Eluding the police; or Street racing.
+ No convictions within the last five (5) years for: Three (3) or more careless driving convictions; or Speeding 20 mph over the speed limit. Two (2) convictions related to distracted driving or use of a mobile electronic device as described in C.R.S. 42-4-239.
+ No convictions within the last three (3) years for: Three (3) or more moving violations with a total of more than seven (7) points assessed on the license; or Suspension or revocation of driver license (unless for unpaid child support or other suspension not related to a moving violation).
+ No requirement of a breath monitoring device, also known as Interlock, to operate a motor vehicle.
