Work Location
This position will support state owned properties with housing and homelessness programs in the Arapahoe Metro area. This position will also be expected to work out of the Denver office location occasionally.
Description of Job
The Division of Housing’s (DOH) (https://doh.colorado.gov/) Office of Homeless Initiatives (OHI) exists to create and maintain solutions towards resolving homelessness across Colorado, including increasing access to quality, sustainable supportive housing. OHI partners with state and local service providers and agencies to provide affordable housing opportunities for persons experiencing homelessness with complex needs: e.g., behavioral health conditions, disabling conditions, veterans, youth, and persons experiencing long-term homelessness with frequent utilization of public systems.
The Facilities Specialist will assist with contract management and monitoring, procurement and facility projects oversight in alignment with relevant state and federal regulations for the State’s Sage Ridge Supportive Residential Community of which DOH manages. This project includes all ongoing and emergency construction projects, insurance projects, controlled maintenance projects, and other capital projects.
The primary duties and responsibilities of this position include, but are not limited to:
Contract Management and Monitoring
+ Lend expertise and support related to tasks associated with campuses within the Campus Team’s portfolio to include all construction related initiatives.
+ Project management, including monitoring budgets, reviewing and submitting pay requests, drafting solicitations, developing agreement amendments or option letters, monitoring agreement performance and project and closeout in accordance with DOLA procedures, State Architect procedures, and state and federal regulations.
+ Conduct ongoing monitoring of the work of assigned DOH vendors and agreements. Use risk-based decision-making to determine the amount and type of monitoring to be conducted.
+ Management and completion of annual statewide submission on facility energy use, water use and waste and recycling reporting specific to the campuses.
+ Coordinate with DPA on special projects and Governor’s energy efficiency initiatives applicable to State Properties such as installation of solar gardens, etc
Coordinate Project Implementation with Partial OSA Delegate
+ Work with DOLA’s Partial Delegate to the Office of the State Architect (OSA) (Partial Delegate) and the OSA to understand all requirements and ensure compliance with all relevant program guidelines, policies and materials for new facilities projects on any of the campuses that DOH manages.
+ Work with Partial Delegate to properly review and monitor existing projects to ensure that DOH procedures meet all relevant program guidelines, and that all work done on campuses was completed in compliance with all relevant program requirements.
+ Work with Partial Delegate to ensure all procurement processes meet policies required by OSA. Communicate guidelines and policies to contractors and vendors through regular meetings, written communications, FAQs, and the DOH website. Use feedback from contractors and proposals as well as guidance through the applicable program regulations and laws to create or adjust policy guidance on project implementation.
+ Develop guidance on how contractors and vendors should implement policy changes in their workflow.
+ Develop and implement processes for ensuring accuracy, data quality, and no duplication of benefits across programs.
Technical Assistance and On-Site Monitoring
+ Advise and provide guidance to multiple contractors/subcontractors and vendors on various technical issues relating to procurement procedures, construction requirements, and maintenance oversight.
+ Conduct on-site administrative quality control, ensuring the campus meets health and safety inspections to detect possible violations of local habitability code, HUD housing quality standards (HQS).
+ Draft monitoring compliance letters with regards to state and federal requirements and requests that the contractor remedy the housing quality issues.
+ Other duties as assigned.

Experience Only: Six (6) years of experience in facilities management, contract management, program management, housing program compliance, rental or utility assistance programs.
OR
Education and Experience: A combination of related education in business management, public administration or a closely related field (as determined by the agency) AND experience as described above equal to six (6) years.
