Program Summary
KBR sustains the operational well-being of U.S. armed forces at Djibouti, Africa, Camp Lemonnier Naval
Base. Our services encompass program management, contingency and expeditionary, asset management
and recreation support, postal operations, safety services, logistics, and more. KBR ensures the base
operate smoothly, allowing deployed personnel to focus on mission execution.
Job Summary
The MWR Manager shall be responsible for overall management of the MWR Programs. Under a broad direction, knowledge applies in developing programs to improve the health and wellness of the customer, recreational, leisure and support activities. Responsible for all operational aspects of recreational, leisure or social facilities. Develops education and fitness programs. Accountable for the preparation of activity areas and identifying maintenance requirements. Responsible for all aspects of facility operations.
Roles and Responsibilities
+ Supervises and coordinates activities required to operate Morale, Welfare and Recreation (MWR) Recreation/Fitness/ Sports/ Aquatics facilities.
+ Assists with the delivery of health programs and maintains monthly community, recreation sports and Fitness schedules and maintain health bulletin boards. Plans and assigns work of expatriates and host country national attendants in MWR facilities.
+ Manage the CAT A and CAT B programming for Community Recreation, Entertainment, Aquatics, Sports and Fitness activities/operations in accordance with KBR MWR SOP’S and CNICINST 1710.3 directives.
+ Supervising staff up to 80 MWR staff members (Direct Hire AN/FN and Local TCN.
+ Manage and conduct MWR facility NAF and APF property management inventories (consumables, fixed assets, minor property) and warehousing.
+ Interfacing with local Command officials, Hosting MWR Committee Meetings, coordinating with Command and military units for promotion of Captain’s Cup and Entertainment events.
+ Promote Safety Leadership at all facilities and encourage Safety awareness daily.
+ Performs routine facility inspections, monitors safety, MWR equipment, monitors and organizes the use of the MWR facility, and arranges maintenance as required.
+ Ensure all Deliverables to the Government are completed on time and accurate.
+ Manage Training program for Local Nationals and track all certifications data.
+ Plans, organizes and leads day to day activities of one or more departmental or functional activities.
+ Responsible for implementing training requirements and monitoring employee performance.
+ Establishes production standards, monitors compliance, and recommends operational improvements.
+ Excellent customer relations, communication, leadership, and interpersonal skills
+ Manager will have to be readily available during regular working hours. For contingencies/emergencies, the Manager will be on-site within 1 hour of notification.
+ Ensures awareness and monitors employee compliance with all applicable functional directives, safety regulations, company directives, policies, and procedures.
+ Responsible for defining training requirements, developing employee skills, and promoting continuous improvement.
Basic Qualifications
+ Must be a US Citizen
+ MWR Manager must have a 4-year degree from an accredited college or university with a major study in one or more appropriate area(s) of recreation, hospitality, food and beverage or business-related fields or 3-years of general experience in which candidate has demonstrated a knowledge of goals, principles, methods and techniques of recreation, food and beverage or business management, and have an understanding of the interests and motivations of individuals and groups.
+ Manager should have successfully completed training upon hire in CPR, First Aid, AED, Customer Service equivalent with Navy Star Service Training, and general NAVOSH rules and regulations.
+ In addition, he/she must have 5-years of specialized experience as NF-4 or as a Senior Manager in a similar or equivalent capacity in civilian commercial business with good leadership skills.
+ Successful candidate will possess at least 5-10 years’ experience in in the same or related field
+ Excellent Computer skills – MS Office Suite
+ Process & Service improvement techniques and methodology desired
+ Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining.
+ Must possess a driver’s license with at least 6 months of remaining validity.
+ Previous completion of MWR Managers Course training preferred Per CNIC 1710.3
+ All certifications must be current through the period of the contract.
+ Preferred Qualifications
+ Previous experience working with US Navy, Army or Air Force MWR preferred.
+ Ability to work effectively in a high-pressure environment with multiple interruptions/distractions.
+ Excellent customer relations, communication, leadership, and interpersonal skills.
