**ICF’s Disaster Management (DM) Division** seeks an experienced **Construction Project Manager - Residential Housing Recovery.** This person will have extensive experience in “large-scale” residential construction programs in New Jersey, including floodplain and wind zone compliance. **This position is New Jersey based Hybrid (NJ home office and travel)**

The right candidate will have experience with federally funded housing programs as well as expertise with other federal disaster recovery programs and applicable cross-cutting requirements. You will work with senior staff, subject matter experts, and junior staff to develop and deliver construction processes and procedures, work with clients to develop program policies, and manage all construction-related activities for projects.
This position requires thinking on one’s feet and adjusting to an ever-changing environment. Some travel may be required to provide programmatic and contractual support, community events, and various other client requests.
**Compensation:** Although the range below is wider to accommodate growth within the job, this position will have a starting pay range of 110K to 130K based on the match of qualifications/experience/responsibilities/preferred skills, location, and other factors.
Key Responsibilities:
• Work as part of a team providing expert services to support disaster recovery efforts with a focus on construction, inspections, cost estimating, mitigation, and environmental requirements (lead-based paint, asbestos, mold, Section 106 compliance).
• Provide leadership for construction oversight and quality control on federally funded housing rehabilitation, reconstruction, and new construction projects
• Coordinate with state and local officials, environmental teams, and program managers to ensure compliance with federal requirements and New Jersey Building Code requirements.
• Develop SOPs for construction standards, environmental hazard mitigation, resilient building strategies, and field QA/QC procedures.
• Support procurement teams in contractor scoring and selection processes and ensure contractor performance aligns with key performance indicators.
• Manage staff including inspectors, construction managers, environmental specialists, QA/QC, construction trainers and subcontractors to carry out construction tasks and directives.
• Oversee the resolution of construction-related issues, homeowner concerns, and ensure proper documentation is maintained for all construction phases.
• Assist with the development or refining of program procedures and processes for implementation.
• Manage staff reviews of environmental requirements and ensure these items are properly incorporated into scopes of work to ensure environmental compliance.
• Interpret and apply federal requirements, local building codes, resilient building standards, and program policy as it relates to recovery and resilient construction activities.
• Manage client contract and work order requirements to ensure profitability.
• Monitor and allocate resources as necessary.

**Must Have Qualifications** :
• Bachelor’s degree in Construction Management, Engineering, Architecture, or related discipline.
• 5+ years of experience managing large-scale residential construction programs, with a minimum 5+ years of experience in New Jersey, including floodplain and wind zone compliance.
• 5+ years of demonstrated leadership managing multidisciplinary teams including inspectors, engineers, subcontractors and administrative staff.
• 5+ years of experience managing federally funded housing construction programs.
• Able and willing to travel (flight/vehicle) for program needs as directed.
• Must have a valid U.S. driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
**Professional Skills:** (You bring these skills with you)
• Strong understanding of federal requirements, New Jersey Building Code, Green Building Standards, and Section 3/MBE/WBE participation goals.
• Familiarity with cost reasonableness review, Xactimate or RSMeans estimating tools, and Davis-Bacon compliance.
• Expert knowledge of IRC 2021, IBC 2021, and resilient residential construction and building practices.
• Ability to assist in the development of a comprehensive construction management monitoring plan, as well as ability to read/interpret residential and commercial building plans.
• Able to formulate creative and strategic approaches to solve problems with timeliness, sense of urgency, and across several projects or tasks simultaneously.
• Excellent written and verbal communication skills to coordinate across government agencies, community stakeholders, and internal teams.
• Team-oriented professional who proactively and constructively engages other team members to ensure quality of delivery, including demonstrating integrity and ethical behavior in all things.
• Strong proficiency with Microsoft Office Suite, particularly MS Excel, and program/project management platforms (e.g., Smartsheet, QuickBase, Salesforce).

• 10+ years of experience managing large-scale residential construction programs, with a minimum 5+ years of experience in New Jersey, including floodplain and wind zone compliance.

The pay range for this position based on full-time employment is:
$97,699.00 - $166,088.00
