ICF’s Disaster Management Division is seeking a Hazard Mitigation 406-404 Specialist III, to assist in managing federal hazard mitigation projects in Puerto Rico. This position is full-time, benefits-eligible onsite in Guaynabo, Puerto Rico with site location travel.
This position requires experience in both 404/HMGP and 406 Mitigation Grant Programs. This opportunity presents a great chance to assist in rebuilding communities after disasters strike. Definition: FEMA Public Assistance (PA) is a program provided by the Federal Emergency Management Agency (FEMA) that provides financial and direct assistance to states, tribes, and territories when authorized as part of a presidential declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The program provides supplemental grants to state, tribal, territorial and local governments, and certain types of private non-profits so communities can quickly respond to and recover from major disasters or emergencies. PA can fund the repair, restoration, reconstruction or replacement of eligible public or certain nonprofit facilities or infrastructure damaged or destroyed by a disaster. This is not health or social services.
Compensation: While the range below is broader, this position will offer a base salary pay range of 70 to 90K, based upon % match to job description, location, etc., as determined by the hiring team.
Role and Responsibilities:
• Work with client counterparts in identifying mitigation opportunities.
• Assist subrecipients writing their 404/HMGP grant applications or 406 Hazard Mitigation proposals. Provide direction on required documentation.
• Ensure the scope of work is concisely written and clearly defined. Develop quarterly reports and requested documentation, templates and checklists.
• Ensure budgets are thorough and accurate, falling within FEMA guidelines of eligible activities.
• Coordinate environmental reviews or an environmental documentation required with ICF’s Environmental Team.
• Work closely/coordinate with ICF’s Benefit Cost Analysis staff and provide needed documentation.
• Review hazard mitigation project applications for accuracy and completeness prior to FEMA submittal; follow up with subrecipient with outstanding needs.
• Manage and monitor grant applications to ensure project implementation is on track with project timeline in application.
• Review damage description and dimensions to identify mitigation opportunities, and review hazard mitigation proposals for cost effectiveness.
• Keep Supervisors informed on issues, problems & resolutions.
• Work in the FEMA Grants Portal and ICF’s DisasTRAX program.
• Conduct site visits of damaged facilities/structures, if requested.
• Present training to staff, stakeholders and others as directed.

Must Have Qualifications:
• Bachelor’s degree.
• 5+ years of experience in FEMA Public Assistance with strong FEMA 406 AND 404 Mitigation background. (see definition above).
• 3+ years of experience in electrical distribution in Puerto Rico working with LUMA (infrastructure, power grids).
• Must be able and willing to travel as required for project work.
• Must have a valid United States driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
Preferred Skills: (May set candidates apart)
• Construction background (non-residential)
• Certified Floodplain Manager.
• FEMA Grant Management process knowledge, including grant life cycle.
• Knowledgeable of federal and state disaster management programs.
• Knowledgeable of FEMA’s policies and the 44 CFR.

• Strong proficiency in Microsoft Office Suite and computer use.
• High attention to detail and accuracy in documentation and reporting “on-time” and professionally, including ability to follow directions.

• Strong written and oral communication, including interpersonal and presentation skills.
• Excellent critical thinking skills to help resolve project constraints and make decisions, paired with a desire to take initiative.

The pay range for this position based on full-time employment is:
