Director Property and Materiel Management
Overview

***This position is physically located in Iraq in support of LOGCAP***

 

Responsible for managing all aspects of LOGCAP V Materiel Management and Accounting and the Property Management System for the Iraq Task Order in accordance with DFARS 252.242-7004 and FAR Clause 52.245-1, the Performance Work Statement (PWS), and the Property Control Plan. Must be able to maintain a professional and transparent relationship with internal or external auditing entities. Provides training, mentoring, and direction to employees for the effective and efficient management of government furnished property and materials. This is a management position with relevant management or administrative duties that will also report to the Task Order Manager.

Provide assistance to the Task Order Manager, in order to effectively manage all Government Furnished Materiel (GFM) and Government Furnished Property (GFP) to help develop and coordinate the implementation of Property Control policies and proceduresIdentifies, plans and coordinates workload assignments to optimize use of resources to include personnel and equipment management in support of materiel management functional area requirementsManages the 10 Life Cycle Outcomes: Acquisition, Receiving, Records, Physical Inventory, Subcontractor Control, Reports, Relief of Stewardship and Liability, Utilization,Maintenance, and Property Closeout.Ensures compliance with the Vectrus Property Control Plan, Performance Work Statement (PWS)/ CDRLs, Federal Acquisition Regulations (Part 45 and 52.245-1), and other company policies and procedures.Ensures all Government Furnished Property (GFP) and Contractor Acquired Property (CAP) are properly tracked, documented, and identified in Vectrus Property Book records. Maintains, updates, and reviews property records in the IBM Maximo System Asset Module.Ensures that all inventory requirements (100%, cyclic, random, and sensitive items) are conducted and reported as required.Prepare and submit reports to the government providing detailed information on routine and special reports.Coordinate with subordinates to ensure all required reports are submitted accurately and on time.Provides management direction and oversight to include overseeing day to day materiel control operations. This may include but not limited to inventory reporting, proper materiel storage, materiel receiving, shipping and preparation of all supporting documentation.Reviews, records, and provides recommendations on all property governance to internal and external stakeholders.Performs data analysis, risk assessments, and resource requirements.Governance in accordance with regulations to include, but not limited to: AR 710-2, DA PAM 710-2-1, AR-735-5, CTA 50-909, Property Book Office Standard OperatingProcedures, GCSS-Army End Users Manual, AR 25-400-2. GCSS-Army, Army Integrated Logistics Analysis Program (ILAP), Army Enterprise System IntegrationProgram (AESIP), LOGSA Logistics Information Warehouse Portal, and DoDI 5000.64Utilize PCARSS (Plant Clearance Automated Re-utilization Screening System) and eTools.Manages performance evaluations, peer reviews, and performs other duties as required.Conduct periodic checks on warehouse operations, to ensure materiel accountability is being maintained.Ensures that employees are always in compliance with established Safety Policies, Regulations, and Reporting.Performs other duties and assignments as required.
Qualifications

Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.Bachelor’s degree and eight years experience or High School diploma and twelve years experience.Certified Professional Property Administrator (CPPA) from the National Property Management Association (NPMA) desired.HAZMAT certification required.Experience:Related Military or contractor experience in Property, Supply and Logistics Management required.Must be familiar and able to train with the appropriate FAR, DFARs, ARs (Army Regulations), and asset management systems.Skills:Proficient with Microsoft Office Suite or related software.Strong analytical, problem-solving, verbal, and written communication skills.Strong customer service, interpersonal, and training skills.Excellent organizational skills and attention to detail.Excellent time management skills with a proven ability to meet deadlines.Ability to prioritize tasks and to delegate them when appropriate.Ability to function well in a high-paced and at times stressful environment.Supervisory/Budget Responsibilities:Senior Management position over a department and staff of Property and Materials personnel.Working Conditions:Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).Includes some industrial production environment conditions as well.Physical Requirements:Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.Must comply with all Fire and Safety Regulations and post policies.
