To support this transformation, the Department is seeking a highly qualified Director of Strategic Operations to oversee the coordination of day-to-day operations across the agency. This position is responsible for monitoring performance against strategic goals, leveraging data and analytics to identify opportunities to enhance workflows, and driving continuous improvement initiatives that strengthen operational excellence. The Director works closely with the Chief of Staff and executive leadership to ensure cross-functional alignment, seamless communication, and unified execution of agency priorities. The role provides informed, data-supported recommendations to the Commissioner and Chief of Staff on strategies to enhance organizational performance and operational effectiveness. As part of GDOL's operational leadership triad, the Director of Strategic Operations partners with the CIO and CFO to unify the agency’s operational intelligence, digital intelligence, and financial intelligence—the internal machinery that allows GDOL to sense what is happening, understand what it means, and respond with precision, alignment, and coordinated action. In this role, the Director may be assigned direct reports at the discretion of the Commissioner and is responsible for providing leadership, coordination, and operational oversight across assigned functions to ensure alignment with agency-wide objectives. This structure supports an organization capable of anticipating emerging needs, responding quickly, and maintaining consistent service delivery across all locations. The Director of Strategic Operations reports to the Commissioner. This position is located at 148 Andrew Young International Blvd., NE, Atlanta, Georgia 30303, and may require travel to career centers and agency offices statewide to provide operational oversight and support. Essential Functions & Responsibilities Operational Coordination and Oversight + Serve as the central point for day-to-day operational workflows and escalations across the agency, ensuring issues are resolved promptly and effectively. + Provide leadership and operational oversight for assigned programs, functions, or teams, including any direct reports as designated by the Commissioner. + Ensure operational activities across the agency are aligned with established priorities, standards, and expectations. + Serve as a key liaison between operational leaders, the Chief of Staff, and executive leadership to maintain clarity on goals, responsibilities, and deliverables. Strategic Planning and Execution Support + Collaborate with executive leadership to translate agency strategic priorities into actionable operational plans. + Support cross-functional execution of initiatives, projects, and operational improvements. + Monitor progress on initiatives, identify potential barriers, and recommend solutions to maintain timelines and outcomes. Performance Measurement & Reporting + Develop and maintain dashboards and performance metrics to track operational efficiency, service delivery, and key performance indicators (KPIs) across the agency. + Analyze data trends and operational performance to provide actionable insights to executive leadership. + Ensure accountability by tracking action items, monitoring implementation of approved improvements, and following up as needed. + Provide monthly and quarterly reports and analysis on KPIs specific to the agency’s strategic plan. Process Improvement and Continuous Operations Optimization + Identify operational inefficiencies, bottlenecks, and areas of risk across agency operations. + Recommend and help implement standardized processes, workflow improvements, and best practices to enhance effectiveness, consistency, and scalability. + Lead or support continuous improvement initiatives that strengthen operational performance. Cross- Functional Collaboration and Communication + Facilitate coordination and communication across chiefs, directors, and teams to support integrated operations. + Convene and lead regular operations-focused meetings to review progress, share updates, and resolve operational issues. + Promote a culture of transparency, collaboration, accountability, and disciplined execution. + Provide operational coordination and oversight for agency-wide initiatives, ensuring timelines, deliverables, and cross-divisional collaboration are met. Risk Identification and Mitigation + Proactively identify risks or barriers to operational efficiency, workforce effectiveness, and service delivery. + Develop and recommend mitigation strategies to executive leadership. Project and Initiative Support + Provide operational oversight and coordination for agency-wide initiatives, including modernization efforts, workforce initiatives, and service delivery improvements. + Ensure initiatives are properly coordinated, aligned, and executed across divisions. + Support the development of policy and operational recommendations informed by real-time operational conditions and day-to-day execution realities. Entry Level Qualifications + Bachelor's degree in operations management, business administration, or a related field which includes six (6) years in a managerial or supervisory role; or + Ten (10) years of related professional experience which includes six (6) years in a managerial or supervisory role; or + Six (6) years of experience required at the lower- level Sr Mgr. 2, Business Ops (GSM013) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year. Preferred Qualifications + Professional experience in operations, project management, or organizational improvement, preferably in a public-sector or multi-site organization. + Proven experience coordinating cross-functional teams and facilitating alignment across departments. + Strong analytical skills and experience with performance metrics, dashboards, and operational KPIs. + Exceptional communication skills, both written and verbal; ability to influence and gain buy-in without formal authority. + Demonstrated ability to manage complex operational projects and implement process improvements. + Demonstrated success in driving operational excellence for a large organization with cross-functional teams. + AI fluency and a demonstrated ability to strategically use, evaluate, and manage AI tools to enhance organizational effectiveness. + Management experience in workforce development or employment services with multi-site operations. + Familiarity or experience with the state’s workforce and talent initiatives or statewide service delivery. + Strong command of Microsoft Office Suite including Outlook (calendar/email), Word, Excel, PowerPoint, Teams, and OneDrive. + Strong organizational and time management skills. + Excellent communication and interpersonal skills. + Ability to work independently and as part of a team. + Ability to travel frequently across the state.
