DEFINITION
Under the general direction of the Assistant Superintendent, Business Services, is responsible for organizing and coordinating the planning of district facilities and school sites, coordinating architectural planning and design of facilities, projecting enrollments, performing related budgetary functions, organizing and coordinating the district-wide energy savings program, organizing and coordinating the district-wide hazardous materials program, and performing other related work as required.
DISTINGUISHING CHARACTERISTICS
Personnel in this class report to the Assistant Superintendent, Business Services and are assigned responsibility and supervision of organizing, coordinating, and planning district facilities and school sites.
EXAMPLES OF DUTIES
Works with the Superintendent, other administrative staff, and the Governing Board in the identification and acceptability of school sites; works with the architect and acts as district liaison with local, state and federal agencies involved in the building program; works with legal counsel, financial consultants, developers, and other agencies or individuals as directed in developing necessary funding resources for district facilities; works with the Assistant Superintendent, Business Services, in establishing and maintaining a district long-range facilities master plan; responsible for the gathering of information in the performance of detailed studies as required for long-range planning and acquisition of sites, as well as development of facilities to meet the future needs of the district; responsible for the preparation of resolutions, Board agenda items, and other documents required for Board action related to the justification and acquisition of sites, facilities, and equipment; responsible for the preparation and presentation of necessary reports to the administration and Governing Board; responsible for liaison with architects, engineers, contractors, and inspectors to expedite the construction of facilities; works with the State Office of Public School Construction, State Department of Education, to ensure securing of funding and that documentation for building projects is correct; makes presentations to district personnel, Governing Board, and the public; establishes and maintains positive working relationships with appropriate city, county, state agencies; provides training and supervision to other employees asigned to the Facilities Department; prepares necessary reports and applications for school facilities assistance to appropriate federal, state and local agencies; provides information to local developers as appropriate; represents the district, when assigned, in property acquisition and general negotiations at designated meetings; advises on financial alternatives for funding sources for new facilities and existing facilities modification or reconstruction; provides information needed to implement energy savings projects; responsible to provide information needed to conduct and manage a district-wide safety program; chairs the district's Safety Committee; responsible for managing and maintaining a district-wide hazardous materials program, responsible for other duties as assigned by the Assistant Superintendent, Business Services.

Energy savings projects;
Legal processes by which local government agencies approve residential development, including zoning, general plan amendments and specific plans, California Environmental Quality Act;
Safety issues and procedures.
Ability to:
Work productively with district governing board, district administration, school site personnel;
Assist with the district's long range facility plan;
Gather necessary information and prepare detailed reports regarding the district's long range facility plan;
Prepare resolutions, board agenda items, and other documents required for board action;
Work with architects, engineers, contractors, and building inspectors in the planning and construction of facilities;
Make presentations to district personnel, governing board, and the general public.
EDUCATION AND EXPERIENCE
Graduation from a four-year college program with a major which would prepare the candidate to perform successfully the duties and responsibilities of this position is desired. Prior experience in the application and planning process of school facilities is required.
SPECIAL REQUIREMENTS
Possession of a valid and appropriate California Driver's License and an acceptable driving record; be able to furnish an automobile during working hours and be willing to drive in the performance of assigned duties. Willing and able to attend all meetings of the Governing Board.
