(https://dhr.colorado.gov/state-employees/state-of-colorado-employee-benefits) About the Division of Youth Services The Behavioral Health & Medical Services work unit exists to ensure that appropriate and comprehensive behavioral health, medical, psychiatry, dental, mental health, substance use, and sex offense-specific services are provided to the Division of Youth Services (DYS) detained and committed youth. The unit ensures the health needs of youth involved in DYS are addressed. The DYS Director’s Office provides global administration of the operations of all State-operated institutions, privately contracted residential and non-residential program services, and centrally managed programming. The Director’s Office allocating resources consist of DYS Central Administration, Behavioral Health and Medical Services, Education Services, Training and Staff Development, Food Services, Research and Evaluation, Quality Assurance, Contract Management, Bed Management, CYDC Alternatives to Incarceration, and Information Technology Services. Primary administrative functions of the Director’s Office include: crafting and executing short-term and long-term planning initiatives to address Division-wide current and future resource needs, sustaining communication with the Governor’s Office, Legislature, Legislative Staff, Courts, and other State Departments, conducting reviews to establish and monitor standards for provision of service and care, developing policies and procedures, generating and for program development, collaborating with internal and external service agencies and stakeholders and providing system support to DYS associated programs and centrally managed programming. The purpose of the Behavioral Health and Medical Services unit is to oversee, manage, and operationalize DYS's behavioral health, medical, dental, mental health, substance use services, and sex offense specific services functions. The Division is charged with assessing and classifying the needs of new commitment stays each year in order to restore and preserve community safety and make critical decisions involving risk and needs, behavioral health, classification, resource matching, level of care, treatment plan recommendations, and identification of medical, mental health and substance use treatment needs. The unit must evaluate, oversee, and enforce DYS policies and procedures, program processes, and systems in order to ensure effective organization and implementation of DYS's Behavioral Health and Medical Services structure. Additionally, DYS’s Behavioral Health and Medical Services unit must serve administrative functions and maintain compliance with both DYS and Colorado Department of Human Services policies and procedures, State and Federal laws, and other applicable entities. Description of Job About this position This position exists to direct and administer the statewide development, implementation, and monitoring of assessment and sex offense specific services for DYS committed juveniles. Duties include statewide policy development, operating plans, staffing patterns, and budget management including contracts, personnel, and operations. Currently, over 100 behavioral health and assessment services professionals and medical staff, including additional contract psychiatry, mental health, dental, and physicians, are directly impacted by decisions made by the Director of Assessment Services & Sex Offense Specific Services. This position determines the scope of services to be provided to assessment and Sex Offense Specific youth, interprets and formulates relevant standards, establishes appropriate policies, writes RFP’s, negotiates contracts/agreements, supervises staff who provide support and/or technical assistance and training to the division in the areas of assessment & SOS services, provides an interpretation of legislation, policy analysis, and fiscal note impact to clinical areas, testifies on bills if necessary, and represents the agency on cross-system collaborative boards, committees and meetings. Serves as the DYS lead on legislative issues such as the standards of assessment, and treatment and quality of services for youth per the Sex Offender Management Board (SOMB). Oversight of Assessment & Sex Offense Specific Programming & Policy/Administration + 3rd Level Supervise 1.0 FTE in the oversight of assessment services in 4 regions throughout DYS. + Supervise 1.0 FTE in the oversight of legal specialist services in 4 regions throughout DYS. + Supervise (second-level) 3.0 FTE in the administration of assessment services Supervise 1.0 FTE in oversight of assessment services & Sex Offense Specific administrative and support functions. + Provide guidance and direction to all employees in assessment related to the vision, practices, and operation of such services throughout the organization. + Identify and promulgate evidence-based practices in the field of assessment & sex offense-specific services throughout DYS. + Take leadership in the oversight and management of the implementation of the Sanctuary model for assessment services statewide. + Collaborate and coordinate with facility operations staff to ensure services are integrated throughout the Division’s facilities and the central office structure. + Collaborate with facility operations staff to develop and sustain trauma-responsive assessment services for DYS staff in facilities and work with regional operations staff to do the same for regional office staff. + Represent assessment & sex offense-specific perspectives on the Division’s Leadership Team. + Provide leadership and guidance to the Behavioral Health Management Team in the areas of specialty & oversight. + Monitor compliance with any relevant assessment standards and/or policy. + Formulate the organizational structure, staffing patterns, qualifications, training needs, and scope of work for over 22 assessment services positions. + Lead for any Office of the State Auditor audits related to assessment or sex offense-specific services. Assessment Services Supervision + Provide oversight of all DYS assessment services. + Supervision of efforts to ensure consistent State-wide practices. + Supervise 1.0 FTE State-wide Assessment Services Coordinator. + Supervise 1.0 FTE in the oversight of legal specialist services in 4 regions throughout DYS. + Supervise 1.0 FTE in oversight of assessment services & Sex Offense Specific administrative and support functions. + Provide second-level supervision to the Assessment Services Unit. + Collaborate and coordinate with the Campus at MV, Campus at Lookout Mountain, Spring Creek, Grand Mesa, and Platte Valley YSCs Administration in the operations of the Front-Range Assessment Center, and the other 3 region-specific assessment centers. + Oversee efforts to monitor national trends in assessment tools, protocols, and practices and to evaluate for appropriateness in the DYS setting. + Oversee expansion of assessment services, including additional FTE as needed Budget Development and Management + Plan, project, and manage the budget for Behavioral Health Services focused on assessment and sex offense specific services Division-wide. + Supervise Program Assistant II in the management of budget areas. Liaison with External Stakeholders (e.g., Dept. Of Public Safety; SOMB; JJ Reform Committee) + Represent DYS on cross-system collaborative task forces/ meetings/committees and legislatively mandated committees. Actively participate and/or lead these meetings/committees. + Coordinate assessment and sex offense-specific models and collaborate to revise the model based on changing needs. + Perform quality review work on assessment clinical matters.
