Purpose
Provide executive-level leadership, strategic direction, and operational accountability for an assigned Operations Profit Center. The Director is responsible for driving sustained growth through expansion of client relationships, development of new business opportunities, advancement of service offerings, and delivery of high-quality consulting services. This role applies advanced professional judgment to guide complex analyses, advise senior client leadership, influence policy and financial decisions, and support Bowman’s long-term strategic and financial objectives.
Responsibilities
Leadership and Direction
Provide vision, leadership, and strategic direction for the assigned practice area, positioning Bowman as a recognized national leader in financial and economic consulting and related innovation.Serve as a member of senior leadership for the practice, contributing to firmwide strategy, growth initiatives, and operational excellence.Receive broad guidance from executive leadership regarding enterprise strategy, market priorities, growth targets, and policy considerations.Translate corporate and practice-level strategies into executable business plans, growth initiatives, and service development roadmaps.Champion a culture of collaboration, accountability, client focus, and professional excellence across multidisciplinary teams.Lead, mentor, and develop senior managers, project managers, consultants, and analysts; provide coaching, performance feedback, succession planning, and leadership development.Provide executive-level oversight and review of technical work products to ensure quality, defensibility, consistency, and adherence to industry standards and professional ethics.Act as a trusted advisor to clients by delivering clear, actionable financial, economic, and policy guidance on complex and high-impact matters.
At the Operational and Company Level
Own P&L accountability for the assigned Operations Profit Center, including revenue growth, backlog development, utilization, margin performance, and staff planning.Lead and significantly contribute to business development efforts, including opportunity identification, capture strategy, proposal oversight, pricing strategy, interviews, and executive-level client presentations.Build, maintain, and expand senior-level client relationships with accountability for increasing scope, cross-selling services, and securing repeat and long-term engagements.Identify emerging market needs, regulatory changes, and client challenges to inform development of new or enhanced service offerings.Collaborate with other Directors, Principals, and executive leadership to drive integrated service delivery, cross-market growth, and firmwide strategic initiatives.Represent Bowman in executive client settings, industry forums, professional associations, and public engagements to enhance the firm’s visibility, credibility, and market presence.
Do the Work
Provide executive oversight and direction for complex financial and economic analyses, ensuring technical rigor and alignment with client and business objectives.Direct, review, and approve complex analytical methodologies, assumptions, scenarios, and conclusions.Advise clients on financial strategy, policy implications, risks, trade-offs, and long-term financial sustainability.Lead preparation and delivery of high-impact, client-ready memoranda, reports, and presentations.Present findings to executive leadership, governing boards, councils, commissions, and other senior stakeholders.Ensure quality control, consistency, and risk management across all project deliverables.Oversee project administration, including staffing strategies, workload balancing, scheduling, and coordination with finance and project controls.Delegate effectively while mentoring future leaders to support efficient delivery, professional growth, and leadership continuity.Success Metrics and Competencies

Qualifications
Bachelor’s degree in economics, business administration, public administration, mathematics, statistics, or a related quantitative field required; master’s degree preferred.Fifteen (15+) or more years of progressively responsible experience in financial and economic consulting, utility rate studies, or public sector financial analysis.Demonstrated success leading business units or practice areas, including P&L responsibility.Proven track record in business development, client relationship management, project leadership, and staff supervision.Advanced proficiency in Microsoft Office Suite, with strong expertise in Excel-based financial modeling; familiarity with specialized rate or financial modeling tools preferred.

Salary and eligible variable compensation (if any) commensurate with experience. Range $185,000 - $250,000 and includes a comprehensive benefits package.
