Purpose
Provides technical and commercial leadership for the Procurement function, ensuring the effective planning, execution, and continuous improvement of procurement and supply chain activities. Responsible for leading procurement personnel, establishing workflows and standards, and ensuring projects meet procurement, cost, schedule, and quality objectives while supporting organizational growth.
Responsibilities
Leadership and Direction
Receives broad guidance related to organizational objectives, procurement strategy, and department initiatives.Leads, develops, and mentors Buyers, Expeditors, and other procurement personnel to support project workload, departmental initiatives, and company growth.Establishes strategic purchasing and supply chain processes, tools, and procedures to ensure consistent and efficient execution.Works autonomously while exercising sound professional judgment on complex commercial and supply chain matters.
At the Operational and Company Level
Manages all purchasing activities and establishes strategic purchasing processes and procedures aligned with company and project requirements.Accountable for planning and execution of supply chain activities to meet or exceed department and project schedules.Defines and implements supply chain roles, tools, workflows, written procedures, deliverables, and personnel requirements.Evaluates purchasing and pricing trends to support demand forecasting and minimize procurement costsProvides procurement input supporting the development of Project AFE budgets, proposals, and schedules.Develops and leads supplier engagement initiatives, promoting supplier awareness of the company’s brand, culture, services, capabilities, and forecasted demand.Maintains strong relationships with vendors and suppliers and negotiates contracts and commercial terms.Oversees supplier qualification, certification, performance measurement, and corrective actions as required.Prepares and communicates procurement status reports related to supplier qualifications, project deliverables, and departmental initiatives.
Do the Work
Executes and oversees purchasing activities to secure materials and services at the most favorable commercial terms.Prepares and approves Supplier and Contractor Qualifications, Bid Lists, Requests for Quotation (RFQs), Bid Evaluations, Purchase Recommendations, and Purchase Orders.Facilitates technical and commercial clarifications with suppliers, negotiates pricing and terms, coordinates source inspections, and tracks purchase progress.Ensures all changes to order cost, scope, and/or schedule are clearly communicated and documented.Monitors supplier performance and expediting activities to ensure compliance with quality, delivery, and cost expectations.Supports continuous improvement initiatives across procurement, supplier management, and documentation practices.Success Metrics and Competencies

Qualifications
Bachelor's degree in supply chain management, business administration, related discipline or equivalent experience.8+ years of progressive experience in procurement, supply chain, or purchasing roles.Demonstrated experience leading procurement teams and supplier relationships.Strong understanding of procurement processes, supplier qualification, and contract negotiation.Excellent written and verbal communication skills.Strong analytical and problem-solving abilities.
