The Work Unit :
The Prevention Services Division’s (PSD) mission is to promote healthy lifestyles, prevent disease and injuries, and promote access to healthcare for Colorado’s citizens, in partnership with public and private organizations. The Division is the state hub of large federal programs such as WIC (Supplemental Nutrition Program for Women, Infants and Children) and the Title X Family Planning Program, providing pass-through funding to local public health agencies and other entities for these services. The Division also has state-funded programs focused on prevention and grant making. Division professionals develop, review, implement, and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. PSD is committed to the professional development, collaborative effort, and sustained wellness of its workforce.
What You Will Be Doing:
The position is a visionary leader and seasoned public health professional that oversees the department’s Prevention Services Division, including 230 staff and an annual budget of $277 million. Division branches include Health Services and Connection; Nutrition Services; Health Care Access; Epidemiology and Evaluation; Violence and Injury Prevention/Mental Health Promotion; Children, Youth and Families; Health Promotion & Disease Prevention; Office of Gun Violence Prevention; Office of Suicide Prevention; and and Communications. The position works closely with the department’s executive director, chief medical officer, and governor’s office to assure alignment and achievement of mutual goals. The position assures that divisional leadership, fiscal management, and other key positions have the expertise needed to assure programmatic and operational excellence. The position meets regularly with direct reports and the division’s leadership team to set expectations, with a bias towards performance and improving health outcomes. The position assures division staff follow policies and procedures, and meet federal funding requirements. The position strategically partners with the department’s Senior Executive Team on areas such as communications, public affairs, legislative agenda, performance and innovation, and budgeting. The position facilitates strong relationships with community partners and local governments, including with the Colorado Association of Local Public Health Officials (CALPHO). The position also facilitates effective working relationships with federal granting agencies.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Residency Requirement:

Minimum Qualifications:
+ Combination of Education and Related Experience: A Masters degree (6 years) in Public Health, or a closely related field combined with:
+ At least 5 years of progressively responsible professional experience in Public Health or a related field.
Preferred Qualifications:
In addition to the minimum requirements, the successful candidate in this position will have the following experience.
+ PhD in Public Health , or a closely related field.
+ At least 10 years of experience planning and evaluating public health programs.
+ At least 5 years of experience managing large teams and driving results.
+ Demonstrated political acumen with experience working as an executive leader and/or working for a board or elected official.
+ Demonstrated experience in understanding and interpreting public health data.
+ Demonstrated ability to use public health data and literature in strategic planning to produce outcomes.
