Job Description The New York City Department of Housing Preservation (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love. - We maintain building and resident safety and health - We create opportunities for New Yorkers through housing affordability - We engage New Yorkers to build and sustain neighborhood strength and diversity. HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. Your Team: The Office of Housing Access and Stability (“HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings. The Division of Tenant and Owner Resources (DTOR), within HAS, is responsible for the administration of rental subsidy programs that serves over 45,000 households and 9,000 landlords in all five boroughs. These programs include the Housing Choice Voucher (HCV), Project Based Voucher (PBV), Moderate Rehab Section 8, Moderate Rehab Single Room Occupancy (SRO), and Continuum of Care (CoC)/Shelter Plus Care (SPC), NYC 15/15, Housing Access Voucher Program (HAVP) and HOME Tenant-Based Rental Assistance (HOME TBRA). Your Impact: As the Director of NY Rental Assistance Programs within the Division of Tenant and Owner Resources, you will provide strategic leadership and operational oversight of key rental assistance initiatives. This includes launching and managing the Housing Access Voucher Program (HAVP) in NYC, re-launching HOME TBRA and leading the NYC 15/15 rental assistance programs. Below are high-level descriptions of the programs: - NYC Housing Access Voucher Program (HAVP): A new four-year state-funded pilot that provides rental subsidies to low-income NYC families and individuals who are homeless or at risk of losing their housing. - HOME Tenant-Based Rental Assistance (HOME-TBRA): A federally funded program that offers flexible rental assistance to help low-income households afford market-rate housing. - NYC 15/15 Program: A city-funded rental assistance initiative that helps eligible households experiencing or at risk of homelessness secure affordable apartments, paired with supportive services to promote long-term stability. The Director’s leadership will be critical in shaping new rental assistance programs while strengthening an existing one. By building a strong foundation, the Director will help ensure New Yorkers have stable housing and lasting support. Your Role: The Director of NY Rental Assistance Programs, reporting to the Assistant Commissioner of the Division of Tenant and Owner Resources (DTOR), will lead strategy and operations for NYC HAVP, HOME TBRA, and NYC 15/15 rental assistance programs. This includes strengthening case management systems, improving productivity, and advancing staff development. The Director will also manage relationships with property owners, managing agent, and other external stakeholders. The Director will assist in the integration and implementation of policies and procedures, creatively balancing high-quality customer service with state, local, and federal requirements. They will serve as a key liaison with the public and program stakeholders. In addition, the Director will conduct periodic performance appraisals, train and manage staff, and ensure staff practices align with policy guidelines. The role also includes maintaining program integrity and upholding compliance – while balancing efficiency, transparency, and accountability. Your Responsibilities: Responsibilities include, but are not limited to: - Leadership & Team Management: Provide strategic direction and supervision to the program teams, including the Coordinator and Project Managers. Guide staff in overseeing day-to-day program operations, ensuring alignment with programmatic goals. - Stakeholder Engagement: Build and manage relationships with property owners, managing agents and other external partners. - Customer Service: Develop and implement strategies to enhance the participant and property owner experience, ensuring responsive and effective customer service delivery. - Staff Development: Foster professional growth by coaching, mentoring and supporting team members, creating opportunities for ongoing development. - Cross-Department Coordination: Collaborate with key stakeholders across the Office to align policies, procedures, and technology projects, ensuring systems meet operational and team needs. - Public Engagement & Representation: Liaise with the public and represent the team or Division at internal and external meetings - Policy Expertise: Develop strong expertise in applicable regulations, HPD policies, other affordable housing programs and the local housing market to properly guide staff and make decisions. Preferred skills: - Proven management experience - Excellent communication skills (both written and oral) - Strong analytical skills - Strong organizational skills - Strong computer skills, including Microsoft Excel, Outlook, Word and Power Point - Knowledge of rental subsidy programs preferred ADMINISTRATIVE STAFF ANALYST ( - 1002A Qualifications 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
