Duties Description The Director of the New York State Department of Environmental Conservation’s (DEC) Division of Environmental Permits (DEP) advises the Deputy Commissioner and General Counsel, Executive Deputy Commissioner, and Commissioner on the development of policy relative to DEC's responsibilities for statewide management of the Division's programs. The Director participates in formulating new legislation and regulations for these programs and takes appropriate action to secure compliance with existing law and regulations. The Director supervises the activities of the Division’s Bureau of Energy Project Management and Bureau of Permit Management, and of staff in the nine regional programs working on matters relating to those programs. They coordinate with and, when appropriate, participate in the activities of the State, interstate, and federal agencies and the compacts, commissions, and boards concerned with matters addressed by the Division's programs. The Director performs all other executive functions required for the effective management and administration of the Division's two Bureaus and programs including budgeting and planning, program evaluation, performance evaluations, and reporting.Ideal candidates are creative, solution-oriented professionals with excellent interpersonal and leadership skills who are driven to improve processes and advance efficiencies. Responsibilities of the Division Director include managing a system of permits known as the Uniform Procedures Act (UPA) permits. These permits protect New York's air, water, mineral, and biological resources. Administering these permits requires the Division to inform the public concerning:•permit applications;•opportunities to provide information concerning a particular application;•opportunities to review and comment on any environmental impact statements and other documents that may become part of the application; and•participation in hearings concerning these applications.The Division also manages the permitting of a variety of energy projects, including hydroelectric facilities, and conventional and renewable energy generation and transmission projects under Article VII and Article 10. The Division coordinates with the NYS Office of Renewable Energy Siting (ORES) and federal agencies such as FERC and BOEM to process permits for energy projects statewide.Division staff conduct comprehensive environmental analyses and ensure timely and consistent decisions that balance environmental protection with social and environmental considerations. The Division's mission is: "To manage the Department of Environmental Conservation's permit system, provide related public information, perform comprehensive environmental analyses to assure timely and consistent decisions so that protection of the environment is balanced with social and economic considerations."SEQR responsibilitiesDEP oversees DEC's implementation of the State Environmental Quality Review Act (SEQRA). Additionally, DEP helps other State agencies and local governments carry out their responsibilities under SEQRA and assists local governments making environmental assessments. SEQRA is implemented according to Part 617 of the New York Code of Rules and Regulations.In addition, the Director will work to advance the agency’s commitment to diversity and inclusion by assessing and addressing barriers and opportunities in recruitment and hiring practices and demonstrate a commitment to cultural competency.
Minimum Qualifications A bachelor's degree and eight years of experience in a field related to preparation and review of environmental impact statements, providing consultation on environmental impact laws, rules, and regulations or conducting field investigations related to multi-disciplinary environmental regulatory programs such as water quality, wetlands, air quality, hazardous waste management, and mining.At least three years of the candidate’s experience must be managerial and include responsibility for implementation of program goals and objectives within established budgets and supervision or coordination of staff to achieve specific objectives.NOTE: A master's degree may be substituted for one year of non-managerial experience; a PhD maybe substituted for two years of the non-managerial experience. Candidates are encouraged to apply if they have applicable transferrable skills not included in the minimum qualifications, but that would enable them to excel at the job requirements.
