AECOM is seeking a Digital Solutions Manager, OT Advisory Lead to support and grow our Operational Technology and Critical Infrastructure Advisory practice across the US West. The selected candidate will join our growing Advisory business line. We are a new category of consulting firm; one that builds off true operational and technical expertise of our broader platform to bring industry depth and capability-driven insight to the clients we serve. This role focuses on helping clients throughout California, Washington, Oregon, Arizona, Nevada, and other Western states develop strategies, policies, master plans, and programs that strengthen and modernize their OT environments. This great opportunity will be located in our San Deigo, Los Angeles, or Orange, CA offices.
Building off AECOM’s considerable expertise in infrastructure design and implementation, AECOM Advisory is a trusted adviser to senior level clients and executive teams on their most pressing enterprise and strategic needs. We serve the full value chain of clients active in infrastructure, the built environment, and community vibrancy, including: national governments, regulatory entities, city agencies, utilities, transit agencies, infrastructure operators and investors. Our team of 400 staff globally comprises business and policy analysts, economists, commercial strategists, technology architects, as well as human capital and change management practitioners. We help our clients develop their strategy, improve their operational performance, and integrate digital systems to generate value for their stakeholders and impact for their communities.
The ideal candidate brings strong OT domain knowledge, experience engaging directly with public and private sector clients, and the ability to advise leaders on digital strategy, SCADA modernization, and cyber program development. This is not an information technology position. The focus is on advisory services related to industrial control systems, SCADA, critical infrastructure, and OT governance.
In addition to technical proficiency, the candidate will be expected to effectively participate in business development activities and to direct project teams to ensure quality and timely work products that satisfy clients’ needs. The position requires the ability to manage a project team while working closely with other disciplines and balancing multiple projects and deadlines, delegating and mentoring staff, and communicating clearly with both clients and other team members.

Responsibilities
Strategic OT and Digital Advisory
Lead OT advisory engagements related to Cyber Programs, SCADA Master Plans, control system modernization studies, digital transformation roadmaps, and OT program development.
Conduct maturity assessments, risk evaluations, gap analyses, and policy reviews to help clients define long-term OT and cybersecurity strategies.
Develop OT governance models, operational frameworks, and investment plans that guide clients through modernization and lifecycle planning.
Facilitate workshops, interviews, and stakeholder meetings to gather requirements and translate them into strategic recommendations.
Cybersecurity Program Development
Develop OT and ICS cybersecurity programs aligned with frameworks such as NIST CSF, NERC CIP, and IEC 62443.
Lead cybersecurity assessments, vulnerability analyses, and program reviews to help clients identify risks and prioritize improvements.
Prepare guidance for OT security controls, monitoring approaches, segmentations strategies, governance, and compliance.
SCADA and ICS Advisory Leadership
Advise clients on SCADA system architecture concepts, technology options, integration considerations, and migration strategies.
Support master planning for SCADA, telemetry, industrial networks, and control system modernization.
Evaluate operational risks and recommend solutions that improve resiliency, reliability, and worker safety in OT environments.
Client Engagement and Practice Growth
Work closely with senior leadership to shape AECOM’s OT advisory offerings and expand market presence.
Support capture and proposal activities, including developing scopes of work, methodologies, and strategic content.
Build and maintain strong client relationships to identify new opportunities and ensure successful delivery.
Internal Team Support
Mentor junior staff and support knowledge development within the digital and advisory practice.
Contribute to developing reusable tools, templates, frameworks, and best practices for OT and cybersecurity advisory.
QualificationsMinimum qualifications required:
Bachelors degree and 8 years of relevant OT experience in advisory, planning, system assessments, or program development for utilities, energy, transportation, industrial, or public sector clients; or demonstrated equivalency of experience and/or education.
Experience supporting SCADA Master Plans, OT modernization strategies, ICS cybersecurity programs, or digital transformation initiatives.
Strong understanding of ICS, SCADA, industrial networking, OT governance, and operations.
Preferred Qualifications:
BS degree in Engineering, Computer Science, Cybersecurity, Information Systems, or a related field.
10 or more years of OT or ICS experience in consulting, engineering, or critical infrastructure environments.
Experience delivering OT planning, cyber program development, risk assessments, or SCADA and control system advisory work.
Strong communication skills with experience developing client-facing reports, strategies, roadmaps, and presentations.
Working knowledge of cybersecurity frameworks and tools used for assessment and analysis.
Professional certifications such as GICSP, CISSP, CISM, GRID, GPEN, or CISA are highly valued.
