Program Summary

Job Summary
The Electrical Utility Manager is responsible for overseeing the full scope of operations, maintenance, personnel management, budgeting, and project execution related to the electrical utility systems in Diego Garcia. This position ensures the reliable and safe generation and distribution of electrical power to meet mission-critical requirements. The manager provides technical leadership for infrastructure projects, ensures compliance with safety and environmental regulations, and leads quality assurance efforts across the department.
Roles and Responsibilities
Lead and manage the electrical utility workforce, including staffing, training, and performance evaluations.Oversee planning, budgeting, and execution of maintenance and construction projects.Ensure continuous, reliable power generation and distribution.Conduct technical risk assessments and ensure compliance with electrical codes and safety/environmental regulations.Manage overhead and underground distribution systems, including installation, repair, and upgrades.Maintain detailed records of operations, maintenance, inspections, and compliance.Coordinate with engineering, safety, and operations teams to support mission requirements.Lead or participate in incident investigations and implement corrective actions.Serve as the technical point of contact for electrical utility matters.Participate in standby/on-call rotations as required to support continuous operations.Observe and follow all safety rules and procedures, including wearing required personal safety equipment.Basic Qualifications
High school diploma or GED requiredMust be able to conduct on-site technical risk assessments of the Electrical Utility System, and be thoroughly familiar with construction standards, operating procedures, policies, record-keeping practices, and code compliance.Must be thoroughly familiar with electric utility overhead and underground distribution systems.Must have an understanding of electrical utility environmental and safety regulations.Must be able to effectively communicate with both technical and non-technical personnel, both in writing and orally.Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.Able to read and interpret Work Orders, parts requests, drawings/schematics/blueprints, and manuals to accomplish assigned duties.Strong knowledge of electrical theory, NEC, NFPA, and OSHA safety standardsComply with OSHA 29 CFR 1910. These include but are not limited to, CPR and successful completion of Electrical Safety Training.Pass overseas medical screening and be in good health.Preferred Qualifications
