DFAS EFD Functional Lead
Position Description:

CGI Federal is seeking an experienced Functional Lead for the DFAS (Defense Finance and Accounting Service) client team, whose Momentum financial solution integrates and interfaces with a number of government applications. This person will provide their expertise, guidance, consultation, facilitation, and thought leadership to the client and/or project team. We are looking for a candidate who has experience with federal financial management using the Momentum application. The position requires hands-on experience in multiple functional areas within federal government financial management. Great opportunity to strengthen client management and leadership skills.

This position is located in Fairfax, VA.

Your future duties and responsibilities:

1. Manage and oversee all Momentum functional implementation and operations and maintenance tasks and associated tickets, collaborating with CGI’s technical and development teams to develop, test, and implement code change solutions in Momentum to meet client business needs and address system issues.
2. Daily interaction with the client and project manager.
3. Provide Momentum Subject Matter Expert (SME) support for the ongoing Momentum Operations and Maintenance and Implementation projects. This task often requires analyzing Momentum issues independently while working with the client’s accountants and financial systems team, presenting CGI’s recommendations (e.g., system configuration changes, data corrections, defect fixes) to the client, and testing and deploying those recommendations in Momentum.
4. Use tools such as SQL and MS Excel to perform in-depth Budget reconciliation analysis, along with other analytical tasks arising from enhancements, release deployments, integrated system logic, Annual Close, and reporting, among other functions.
5. Serve as a senior Momentum expert within the team and mentor and train junior team members to become future Momentum SMEs within CGI Federal.
6. Conduct independent research to understand the detailed components of the client’s business processes and provide recommendations to the client for Momentum-related improvements and efficiencies.
7. Perform requirements gathering sessions with the client and transform those requirements into enhancement solutions to be deployed into the Momentum application/integrations.
8. Develop and maintain various functional documentation resources such as enhancement design documents while overseeing junior members in the development of test scripts, business process documentation, client deliverables, and related materials.

Required qualifications to be successful in this role:

- Ten (10) years of experience implementing or supporting Momentum COTS software, and ability to perform in-depth Budget reconciliation analysis
- Functional Expert with experience implementing the Momentum COTS software to meet system business requirements.
- Experience with analytical tasks arising from enhancements, release deployments, integrated system logic, Annual Close, and reporting, among other federal financial business processes.
- Working knowledge of tools such as SQL developer, MS Office applications like Word, Excel, PowerPoint, Projects and Visio.

Desired qualifications/non-essential skills required:
- Flexibility to work around client's schedule; Must be able to work in a team environment.
- Experience with federal financial systems preferred.
- Experience with federal accounting principles preferred.
- Proficient in SQL with experience writing queries (table joins, inner/outer joins, etc.)
- Excellent oral and written communication capabilities and techniques (working side-by-side with government counterparts).
- Self-starter, quick learner, and team player.

CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $125,500.00 - $247,100.00.
