DevOps Development Manager

General Dynamics IT (GDIT) is looking for a passionate, highly skilled, self-motivated, experienced DevOps Manager to join our team as we continue to partner with New York State of Health (NYSoH) to provide comprehensive health coverage to more than 7.0 million New Yorkers.

Our GDIT State & Local LLC team provides NYS with innovative and agile health benefit exchange (HBE) solutions that deliver the functionality required to comply by the Patient Protection and Affordable Care Act and provide the flexibility needed to easily scale up to support future requirements.

Here's where you come in:

We are looking for a proactive and hands-on DevOps Manager to lead the delivery and operational support of our large-scale Java-based NYSoH platform. In this role, you will oversee the rollout of new software features, system enhancements, and major version upgrades, while also ensuring reliable day-to-day application performance.

You’ll collaborate closely with development teams, clients, and other program areas to align priorities, drive high-quality outcomes, and ensure timely delivery. As a people leader, you will manage a team of software engineers, Analysts, and Report specialists—promoting a culture of service excellence, collaboration, continuous improvement, and cost-effective resource management.

Beyond team oversight, this role involves active contribution to the design and implementation of new technologies and practices. The ideal candidate is a strong team player who thrives in a collaborative, matrixed environment and is capable of flexibly supporting other program functions as needed.

HOW YOU’LL MAKE AN IMPACT:

· Lead and manage multiple software development teams to ensure the high-quality, on-time delivery of Java-based enterprise applications.

· Collaborate with internal stakeholders and clients (DOS/DOH) to understand business needs, define scope, and align delivery expectations.

· Recruit, onboard, and develop team members, fostering a collaborative, accountable, and growth-oriented work environment.

· Define job expectations and monitor team performance, using metrics and data analytics to drive continuous improvement.

· Coordinate and oversee deployments, defect fixes, RFAs, migrations, and incident management, ensuring operational excellence and SLA compliance.

· Champion digital transformation and innovation, leading adoption of emerging technologies and modernization initiatives.

· Partner with architects, peer managers, and cross-functional leads to ensure technical alignment and efficient execution across teams.

· Identify, assess, and mitigate technical and delivery risks, while remaining agile to evolving priorities and business demands.

· Ensure adherence to coding standards, best practices, and organizational policies to maintain delivery consistency and code quality.

· Foster a culture of continuous improvement, promoting team learning, process optimization, and capability building.

· Manage and contribute to special initiatives, ad hoc projects, and strategic programs to support organizational goals.

· Communicate clearly and effectively with both technical and non-technical stakeholders, tailoring messaging to drive transparency and shared understanding.

WHAT YOU’LL NEED TO SUCCEED:

Education

· Bachelor’s degree in Information Technology related field. Master’s degree preferred

Required Experience:

Ten (10)+ year track record of relevant work experienceFive (5) years of hands on Tech Leadership or management experience preferable in Applications DevelopmentExperience with DevOps best practices and frameworksExperience with the following technologies or related technologies: Java, SQL, Web-services (SOAP,REST),Services Integration, Angular, Spring Framework

Preferred Experience:

· Hands on experience with Kubernetes container platform, which is the target platform for the NYSOH Application.

· Healthcare, Medicaid or Health Exchange experience

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
