Development Engineer - Surmont Functional Manager Development Engineering Manager General Description This position reports to the Development Engineering Manager with the following scope for the Surmont Asset (potential to support Montney asset as well as required):
1. Drive the framing and maturation of integrated development concepts from FEL-0 through FEL-2, enabling seamless handover to capital execution teams.
2. Lead facilities studies, integrate technical, commercial and operational analysis from sand face to point of sale to support investment decisions and execution readiness.
3. Serve as key liaison to engineering resources (both internal and external) and other disciplines within the Engineering organization as required.
4. The development engineer may act as the PIM (Project Integration Manager) for larger infrastructure projects in support of the Plan of Development until one is assigned and remains a key integrator through FEL-2.
Position(s) will be based in Calgary but periodic travel to The Surmont Facility south of Fort McMurray may be required (~ 10% of time). Primary Responsibilities Promote, support and adhere to ConocoPhillips Health, Safety and Environment (HSE) management system to ensure that HSE issues are given priority consideration in all activities. Lead the framing of development studies and projects, and work with engineering support to define optimal infrastructure solutions. Providing functional expertise over select scopes of effort to ensure load-leveling amongst lead and peer group as asset activities fluctuate. Development of Charter, Scope of Work, and Basis of Design documents for projects in support of a future-proof Basis of Design for post-AFF implementation. Coordination of Assurance of technical work from third parties, responsible for checking calculations and studies and/or approving checked calculations in adherence with our Professional Practice Management Plan and Authentication Standard. Coordinate (or complete in the case of smaller projects) pre-FEED studies (FEL 0 to FEL2) to deliver process configurations and cost estimates at a suitable class. Coordinate subject matter expert reviews (i.e. water specialists, flow assurance specialists, heat transfer specialists, vendors, etc.) to arrive at optimum solutions for technical issues. Collaborate with Contact Engineers, Operations, Production Delivery staff, Facility Engineers, and Capital Projects Engineers to provide engineering assistance leading to accurately defined opportunities and bases of designs. Coordinate the development and review of PFD’s, P&ID’s, Heat & Mass Balances, and other project related documents. Coordination of Facility Siting Studies, HAZOP, LOPA and SIL reviews, if required for the project phase. Ensure ConocoPhillips Engineering & Safety Standards are adhered to in projects and operations and/or deviations from same are properly reviewed and approved to technical authority. Ensure project and operational compliance with governing codes and key recommended practices. Required Skills and Experience Qualifications (must have) Bachelor’s Degree or higher in Chemical/Mechanical Engineering or alternate degree with suitable demonstrated capability. Professional Engineer recognized by APEGA, or eligible, as appropriate. 15+ years’ experience in the Oil and Gas Industry as a Process, Facility, or Development Engineer. Strong understanding of projects front-end loading (FEL) and gate approval processes for major projects. Strong commitment to safety and support of CPC core values. Ability to work independently with minimum supervision in the execution of their duties. Exposure to Oil Sands related commercial space (blending, transport, etc.) Strong PC skills (such as MS Word, Excel, PowerPoint, Outlook and Spotfire) Awareness of process engineering modelling tools such as HYSYS, HTRI, OLGA, PipeSim, Flarenet, etc. High levels of experience and skills, responsible for delivery of safe, reliable, fit for purpose, innovative and cost-effective designs, through oversight of discipline engineering personnel and third-party engineering contractors through the FEL 0-2 phases of the project life cycle. Critical Skills (nice to have) Able to work within a diverse cross section of functions. PMP certification would be considered an asset. Strong verbal and written communication skills and ability to collaborate in a multidisciplinary team. Strong Well Pad, Pipeline and Facility knowledge within SAGD developments. Strong understanding of current state of the art in SAGD developments. Strong network with industry peers. Good understanding of well pad, water treatment, de-oiling, water treating, and steam generation unit operations associated with SAGD assets. Experience in unconventional gas/condensate processing unit operations (inlet separation, amine sweetening, dehydration, stabilization, compression, fractionation, etc.) would be an asset but not a requirement. Experience in hydraulic sizing (including multiphase), equipment sizing, relief system calculations Familiar with crude characterization techniques. Familiar with crude mixing viscosity and density nuances. Detail orientated and committed to constant improvement.
