Design Reviewer, Design Strategy for the Division of Building and Land Development

HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. ________________________________________ Your Team: The Division of Building and Land Development Services (BLDS) leads the agency’s effort in providing architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within HPD’s Office of Development. The Office of Development utilizes a public-private partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low- and moderate-income New Yorkers. The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include: the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, the Environmental Planning Unit, the Policy Unit, and the Program Management Unit. Your Impact: As a Design Reviewer for Design Strategy, you will play a key role in shaping the built environment for affordable housing across New York City. Working closely with the Deputy Director of Design Strategy and cross-functional teams, you will help ensure that HPD-assisted new construction projects meet the HPD Design Guidelines and applicable accessibility standards. Your Role: The ideal candidate will bring a background in urban planning, architecture, construction management, or a related field, along with a strong commitment to public service and design equity. We’re looking for someone who is organized, motivated, and detail-oriented, with the ability to work independently under the guidance of the Deputy Director and in collaboration with a multidisciplinary team. Your Responsibilities: - Review and evaluate competitive proposals for new construction projects and assist in the designation of project awards. - Review and evaluate consultants’ work for new construction projects for compliance with applicable codes, rules, and regulations, including the New York City Building and Construction Codes, Zoning Resolution, Multiple Dwelling Law, HPD Design Guidelines, and handicap accessibility design standards; - Prepare, develop and/or review drawings, maps, plans, scopes of work, and specifications, using various methods and technologies, for the construction or substantial rehabilitation of housing projects; - Assist in providing design consultations and guidance to external development teams during the schematic design phase for projects that may have complex site and/or design issues; - Engage in research, investigations, studies, or examinations related to the architectural functions and activities of the Agency; - Develop documents, standards, and materials for use by other divisions within BLDS and the Agency; - Evaluate workflow and develop documents to improve the efficiency of work within BLDS. Preferred skills 1. Thorough knowledge in all areas of architecture, design, and construction, including City, State, and Federal regulations and procedures, and methods and standards for new construction of multi-family housing. 2. Excellent trade base knowledge and familiarity with New York City government and housing issues. 3. Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others. 4. Excellent writing, interpersonal, organizational, communication, leadership, and negotiation skills. 5. Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex construction issues. 6. Proficient in the operation of AutoCAD, Adobe Creative Suite software, and the Microsoft Office Suite of tools. 7. A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment. 8. Candidate may be subject to a background investigation conducted by the New York City Department of Investigation. ASSISTANT ARCHITECT - 21210 Qualifications 1. A Bachelor or a Master of Architecture degree that is the first professional degree in architecture from an accredited college; or 2. A Bachelor of Science degree in architecture that is the first four years of a five-year first professional degree program in architecture from an accredited college and one year of full-time satisfactory experience in architectural work; or 3. A valid New York State Registration as an Architect. The following are examples of four-year degrees that are NOT acceptable to meet the education requirement: Bachelor of Science in Architectural Technology; Bachelor of Professional Studies in Architecture; Bachelor of Science in Fine Arts issued by the Architectural Department of a college; Bachelor of Science in Art and Design issued by the Architectural Department of a college. Note: A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.
