We are hiring a Deputy Undersecretary 1 for our Management and Finance division of Department of Children and Family Services. The DCFS Division of Management and Finance is responsible for setting and enforcing policy and procedures for all DCFS statewide administrative operations, fiscal, budgetary, human resource, administrative appeals, telecommunications, movable property, inventory control, safety and security, risk management, capital outlay projects, space management, contract and leasing, and procurement. This is a highly complex and responsible administrative management position within the Division of Management and Finance with the incumbent serving as the Director of Administrative, Training, and Safety Services (ATSS). Minimum Qualifications Two years of the required experience for the following minimum qualifications must have been at the managerial level or above: Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: + Prepares and manages ATSS operation budget. + Represents DCFS at various meetings regarding administrative duties, policies, and/or procedures and may act on behalf of the Department. + Reviews the tracking of DCFS administrative expenditures (telecommunications, email/data costs, postage costs, risk management costs/claims, asset/inventory costs) and identify trends and changes that may affect the Department and recommends suggestions for improvement in an effort to reduce any further risk exposure. + Serve as a direct subject matter expert to DCFS Secretary, Chief of Staff, Deputy Secretary, Undersecretary, and Deputy Undersecretary regarding administrative subject matters under the Division of Administrative Services purview. + Prepares and compiles information for department wide reports as requested by executive management and/or Division offices. + Assists with special projects or other duties as assigned and represents the Department in administrative matters at various state and federal meetings, conferences, and functions. + Directs and/or provides guidance regarding any DCFS department-wide training to property managers, telecommunication coordinators, safety coordinators, and mail-bin designees to ensure compliance with multiple regulatory standards. + Provides requested administrative reports, policies, procedures and memoranda to the DCFS Internal Audit Section and the Louisiana Legislative Auditor and responds to questions they may have. Position-Specific Details: Appointment Type: Probational, Promotional, or Job Appointment Works Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday – Friday.
