The Lottery's mission is to grow revenue responsibly in order to maximize proceeds for outdoor recreation, conservation and schools for the good of all Coloradans.
What we do:
The Executive & Administration Section leads all Lottery program objectives to ensure responsible game sales and maximum revenue generation. The unit manages strategic planning, change management, budget oversight, HR, communications, legislative relations, and special projects. It oversees key functional areas such as licensing, compliance, criminal investigations, legal, cybersecurity, and public outreach. Additionally, it represents the Lottery actions, and ensures compliance with state laws, rules and audit findings.
Primary Duties:
As the Deputy Senior Director, each day brings a dynamic blend of leadership, oversight, and strategic decision making. The Deputy Senior Director involves navigating complex organizational needs while serving as a key and decision maker for the Lottery Division. From reviewing personnel actions and supporting leadership transitions to guiding cross-functional teams through emerging challenges, the Deputy provides continuity and accountability across operations. This role requires balancing urgent priorities with long-term planning , often stepping in for the Senior Director as needed and ensuring alignment with executive-level expectations. The Deputy also plays a pivotal role in fostering internal collaboration, resolving sensitive issues, and advancing strategic initiatives that shape the Division's future.
Leadership, Supervision, Personnel, & Indirect Program Oversight:
+ Leads execution of the Division's 5-year strategic plan and serves on the Department's Leadership Committee, with full authority over personnel decisions including hiring, discipline, salary setting, reorganization, and administrative leave approvals.
+ Provides indirect oversight of the Lottery's proceeds outreach and awareness program, ensuring strategic use of events, sponsorships and communications to maximize program impact and budget utilization.
+ Oversees the Lotter's Player Health program by guiding responsible gaming initiatives and managing a $500,000 budget to ensure player health remains a core Division priority.
+ Has four direct reports, including the Director of Security & Investigations, the Director of Operations, the Player Health Manager and the Proceeds Outreach Manager.
Policy, Legislative, Legal & Rulemaking:
+ Develops and implements new rules and policies based on legislative direction and Lottery Commission approvals, while managing legislative communications related to budget and statutory issues.
+ Oversees legal strategy by coordinating with the Attorney Generals Office, ensuring legal advise is accurate, actionable and aligned with Lottery objectives, including sign off on procedures in response to audits.
+ Leads the Legislative Performance Audit process by testifying at the General Assembly, guiding auditors, and ensuring compliance with statutory requirement s through corrective actions and clear legal interpretations.
Internal & External Communications:
+ Leads planning of content/agenda for the annual all-employee event, approving content for all-employee meetings, podcasts, newsletters (internal and external), press releases, annual report and calendar. This position may conduct radio, print or television interviews to promote the Lottery.

MINIMUM QUALIFICATIONS:
Experience Only:
Ten (10) years of relevant experience in an occupation related to the work assigned to this position, two (2) of which must have included experience with one or more of the following: operations, legal analysis, rulemaking, policy, stakeholder engagement, public outreach, communications, change management and/or leadership.
OR
Education and Experience:
A combination of related education and/or relevant experience in public administration, law, communications, business, organizational leadership or other similar area equal to ten (10) years, two (2) of which must have included experience with operations, legal analysis, rulemaking, policy, stakeholder engagement, public outreach, communications, change management and/or leadership.

Preferred Qualifications:
The following are preferred and not required:
+ Supervisory and management experience in state or local government.
+ Experience working closely with the state legislature on rule review, policy or budget matters.
+ A master's or doctorate degree in Law, Business or Public Administration or Management.
+ Previous experience working in a regulatory environment and promulgating rules.
+ Previous experience working in gaming, including the Lottery.
+ Proven leadership ability to develop and maintain high performing teams.
+ Experience with internal communications and change management at the executive level.
+ Excellent communications (both oral and written) and interpersonal relations skills.
Note: This position requires minimal in-state travel between the Lottery's four offices in Denver, Pueblo, Grand Junction and Ft. Collins. The selected applicant must possess and maintain a valid Colorado driver's license. This position may also require some out of state travel to industry conferences and trainings.
Conditions of Employment with the Lottery Division:
+ Applicants must also undergo a conflict-of-interest assessment to determine compliance with the provisions of C.R.S. § 44-40-110, and must remain in compliance with C.R.S. § 44-40-110 for the duration of their employment with the Colorado Lottery.
