About the role:
The Deputy Secretary - Justice Administration provides advisory and supportive services to the Secretary of the Department especially in relation to the delivery and operations of correctional institutional services and community based correctional services, village courts and land mediation in Bougainville including justice infrastructure developments. The Deputy Secretary Justice Administration is responsible for leading and managing the Justice Administration wing of the Department
Position Purpose
The office of Deputy Secretary — Justice Administration is one of two (2) Deputy Secretary positions (the other being the Deputy Secretary- Policy & Legal Services) within the Department of Justice and Legal Services ?the Department).
The Deputy Secretary Justice Administration provides advisory and supportive services to the Secretary of the Department of Justice and Legal Services, especially in relation to the delivery and operations of Correctional Institutional Services and Community Based Correctional service, Village Courts and Land Mediation in Bougainville including justice infrastructure developments.
The Deputy Secretary Justice Administration is responsible for leading and managing the Justice Administration wing of the Department.
Accountabilities
Provision of support services to the Autonomous Bougainville Administration in terms of proactive monitoring of the operations of law and justice agencies and the progressive implementation of transferred responsibilities from PNG national law and justice agencies to ABG.
Provision of competent and professional support to the Secretary in the management of the Law and Justice Department
Effective management of the activities and staff of the Justice Administration Wing
Leadership and management, liaison and development of productive relationships with National law and justice agencies especially the Correctional Service and Community Based Corrections Village Courts and Land Mediation in Bougainville
Coordination of efforts to develop, improve and maintain Law and Justice Service infrastructure throughout Bougainville.
Major Duties
Provide competent, professional and timely advice and support to the Secretary on all matters concerning Corrections and Community Based Corrections village Courts and Land Mediation in Bougainville including infrastructure developments.
Maintain strong relationship between the Secretaries office and National Law and Order and rehabilitation agencies on Bougainville.
Develop and maintain strong working relationship with National agency counterparts in Papua New Guinea.
Through the Directorates of the Justice Administration wing Monitor and report on law-and-order service and rehabilitation delivery statistics.
Work across Government agencies and the ABG in terms of justice administration core functions.
Management of all Correctional institutions within Bougainville including Probation and Parole processes; and Juvenile Justice Services within Bougainville.
Provide leadership for the development of planned and agreed infrastructure to support Law and Justice Services in Bougainville.

Reporting and Working Relationships
Internal
Secretary for Justice and Legall Services, the Minister Justice and Attorney General, Commissioner for Corrections Services and other senior management officers of the Department.
External
Work with other government divisions and agencies, especially BPS CS and CBC, including international organizations, donor contractors, stakeholder organizations, civil society, the business community, landowners, and the public as required.
Personnel and Job/Position Specification
Qualification Essential
Bachelor's degree from a recognized institution or other relevant qualification deem suitable to perform in the position.
Desirable
Member of an appropriate and relevant professional body.
Knowledge
Essential
Extensive knowledge of the operations Correctional Service and Community based correction, Village Courts, Land Mediation in PNG and Bougainville.
Knowledge of major regulations governing the Autonomous Region of Bougainville; i.e. The Bougainville Constitution, The Bougainville Public Service Management Act, The Bougainville Financial Management Act, Bougainville Supplies & Tenders Act, the General Orders, Financial Manuals, The Peace Agreement, etc.
A proven ability to negotiate and resolve conflicts.

Proven ability to lead and manage a productive and effective team of professionals, with good inter-personal skills especially in developing and sustaining teamwork
Exceptional oral and written communication skills, with proven capacity to draft high standard documents.
Strong analytical and research ability with capacity to bring clarity to, and simplify, complex concepts or processes.
Intermediate in most computer application software.
Proven ability to act in Court and legislative settings
Work Experience
Significant work at a senior level including leading and supervising staff and workload.
At least 5 years or more in a similar role.
