As the Deputy Program Manager for Roadway and Facilities, you’ll join a collaborative team ensuring that our clients can deliver their services - uninterrupted. Based in Pompano Beach, FL, you will support the Program Manager in the planning, coordination, and execution of both facilities and roadway maintenance programs for Florida’s Turnpike Enterprise. This role provides integrated oversight across field operations, contract management, compliance, and technology support to ensure safe, efficient, and high-quality program delivery.
Job Responsibilities:
* Assist the Program Manager in the overall vision, planning, and management of facilities and roadway maintenance programs.
* Provide day-to-day oversight and coordination of approximately 60 staff, including engineers, contract managers, administrative personnel, environmental specialists, technical support, and field crews.
* Support the development and implementation of building maintenance programs for toll plazas, offices, wastewater treatment systems, telecommunications infrastructure, and related facilities.
* Assist in roadway maintenance planning, contract administration, performance monitoring, and field delivery of routine and emergency operations.
* Support the use and development of technology solutions, including GIS-based applications, performance dashboards, and CMMS platforms to improve operational visibility and decision-making.
* Coordinate responses to public records requests and support compliance with records retention and reporting requirements.
* Assist with the oversight of the Work Orders and ensure data integrity across programs.
* Monitor program budgets, support capital project planning, and assist in the management of procurement processes such as contract development, letting, and selection.
* Support permitting activities and regulatory compliance, and plans reviews.
* Analyze program data and performance metrics, generate reports, and contribute to briefings and presentations to senior management.
* Serve as a point of coordination for cross-functional teams, consultants, contractors, Project Management Office, and governmental agencies.
* Participate in emergency management activities, including preparedness, response, and recovery support. Serves as a backup in the EOC during events and responsible for post storm damage assessment coordination.
* Support functions with the Program Management Office, including but not limited to assisting the GEC staff in the development of communication resolution documents, and managing GEC input throughout the initiative.
* Additional duties will be required as assigned.

* Bachelor’s Degree in Civil, Structural, or Environmental Engineering, or Construction Management
* Minimum of 5 years of supervisory experience in roadway and/or facilities maintenance programs.
* Demonstrated experience with facilities management, building systems, roadway operations, and infrastructure support.
* Familiarity with GIS systems, data dashboards, and operations management software preferred.
* Strong communication, leadership, and organizational skills.
* Ability to coordinate multidisciplinary teams, manage priorities across programs, and deliver within regulatory and operational deadlines.
* Driver’s license with no major infractions
Ideally, here’s what you will also have:
* Registered Professional Engineer (PE) in the State of Florida, or ability to obtain licensure by reciprocity, is preferred.
* Knowledge of environmental permitting, and telecommunications infrastructure
Working Conditions & Physical Requirements:
The physical and environmental demands required to perform the essential duties of this position include standing, walking, sitting, coordination, balance and agility demands, which may include the ability to stoop, kneel, squat, grasp, reach, perform repetitive hand movements. Additional demands may involve a specific level of dexterity, grip strength, climbing and cardiorespiratory demands. The work areas may be indoor, outdoor, have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, air borne particles, noxious gases, and chemicals. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact.
