Job Description:

Parsons is seeking an experienced Deputy Program Director to support a major aviation program in the European Union (EU).

POSITION OVERVIEW:

Provides support, leadership, and governance to the Program Director to successfully deliver a major aviation program within the EU, ensuring on-schedule delivery, within budget, and in compliance with contractual and technical requirements. The Deputy Program Director will share responsibility for program delivery, operational readiness, and handover to the client, acting on behalf of the Program Director when required.

This position requires proven expertise in the management of aviation or large-scale infrastructure projects, including teams of 300+ personnel, and direct experience overseeing EUR 1 billion+ investments in construction or expansion of airports, infrastructure, or industrial facilities.

SPECIFIC RESPONSIBILITIES:

Support the Program Director in managing overall program delivery, ensuring alignment with strategic goals and contractual obligation.Provide leadership across planning, design, procurement, and construction.Oversee day-to-day operations and program functions, ensuring compliance with scope, schedule, budget, quality, and safety objectives.Lead program teams in the delivery of complex, multi-disciplinary work packages, ensuring seamless coordination between client, consultants, and contractors.Ensure seamless integration between design, construction, systems and equipment installation, and operation.Ensure effective interface management across the program’s assets; including airside and landside facilities.Represent the Program Director in meetings with clients, contractors, government authorities, and stakeholders.Support negotiations on scope changes and ensure alignment with contractual obligations.Monitor program risks, progress, and KPIs, and provide reports to the Program Director and senior leadership.Supervise project managers and senior engineers, ensuring consistency in execution across disciplines.Facilitate stakeholder engagement, ensuring program objectives are achieved in accordance with EU regulatory frameworks.Ensure successful handover of facilities for commissioning and operational readiness.Promote best practice program management systems, innovative engineering solutions, and cross-functional collaboration.Provide mentorship and development opportunities for program staff.Foster a culture of collaboration, safety, sustainability, quality and innovation.

EDUCATION/EXPERIENCE:

Bachelor’s (Master’s degree preferred) in Project Managment, Engineering, Architecture, or related technical discipline.Minimum 20 years’ experience in large-scale infrastructure or aviation programs.At least 14 years in senior management roles, involving international construction projects or organizations with 300+ personnel.Minimum 6 years’ additional senior experience managing aviation or infrastructure megaprojects exceeding EUR 1 billion in value.Demonstrated experience in airport development, expansion, or major infrastructure projects including successful handover for commissioning and operation.Strong experience in European or international infrastructure projects is highly desirable.Professional registration or chartership (PE, CEng, PMP, or equivalent) required.Native Polish speaker or Fluent in Polish (mandatory).Strong command of English for international coordination and reporting.Excellent leadership, communication, and stakeholder management skills.Ability to operate effectively within complex EU political, regulatory, and public sector environments.

SKILLS/COMPETENCIES:

Proven leadership of international programs with EUR 1B+ investment value.Ability to deputize effectively, stepping in for the Program Director when needed.Strong communication, negotiation, and presentation skills in Polish and English.Excellent stakeholder management and ability to influence senior executives.Track record of delivering programs in complex EU regulatory environments.Strong problem-solving, conflict management, and team leadership skills.Adaptability to manage cross-cultural teams and multi-disciplinary operations.In-depth knowledge of aviation and infrastructure standards, EU safety and sustainability regulations.High proficiency in program management tools, reporting systems, and project technologies.
