actical Space Systems Division (TSSD) is looking for a Deputy Mission Operations Lead to assist with leading a geographically distributed operations team that supports preparation and execution of high-tempo on-orbit spacecraft activities, including Launch and Early Orbit Operations, specialized test activities, and long-term sustainment operations. The Deputy Mission Operations Lead is responsible for providing operational support to the Mission Operations Lead for day-to-day program and operations integration and test execution. This position has responsibility to help lead a multi-discipline engineering team and guide all program activities related to design, development, testing, and delivery of technical requirements as it relates to contractual cost, schedule, and performance commitments. 

In this role, Deputy Mission Operations Lead will be responsible for performing the following activities:

Measure and report program performance through development and adherence to budget baselines utilizing Earned Value Management (EVM)Manage risk, issue and opportunity processes. Identify potential risks and opportunities that could impact program performance and take proactive action to resolve issues regarding cost and scheduleBuild and maintain strong relationships with internal and external stakeholders, including customer counterpartsCommunicate effectively and clearly present technical approaches and findings at technical and program reviews and boardsExperience with developing monthly quantitative personnel forecasting models in a dynamically changing schedule, with proposed resolutions to personnel/resource conflictsExperience with Inter-divisional Work Orders (IWOs), Work Break Down Structure (WBS), and Cost Account (CA) management for larger teams

Assist the Mission Operations Integration and Test Lead in managing the team, providing guidance, and ensuring that team members execute their tasks effectivelyDrive multiple technical teams on a weekly cadence, supporting program AGILE software development through quarterly Prioritization Increments (PI) planning events with strong emphasis on downstream impacts to operational sustainment initiativesAct as a liaison between the operations team and other internal/external stakeholders, including management, clients, and other teams such as software, operational test, cyber, and several others to ensure clear communication and alignment on program goalsCollaborate across operations and satellite vehicle teams to prioritize, build and align strategies that enhance operations efficiency and provide scalable processes in a multi-vehicle environment.Support internal and external customer meetings through proficient verbal and documented (MS PowerPoint, MS Word, MS Excel) communicationsSome shift work is required (10% or more of the time) in support of operations activities, including nights, holidays, and weekendsSome travel required (10% or more of the time)

Basic Qualifications:

A bachelor’s degree in engineering or a related STEM discipline12 years of related experience with BS; 10 years with MS; 8 years with PhD.U.S. citizen.Ability to work within a team of diverse, geographically dispersed individuals to achieve mission successActive or Current Top Secret clearance with the ability to obtain SCI is required at the time of application.Experience performing CAM duties in support of project engineering / program managementPrior experience executing on-orbit mission operations, performing vehicle system engineering tasks and/or resolving satellite/ground system anomaliesFamiliarity with aspects of the satellite system life cycle, including development,  launch, commissioning and sustainment operationsExperience writing technical documents for internal or external customersStrong technical communication skills, demonstrating an ability to convey complex engineering concepts to technical and non-technical audiences while maintaining an easy-to-work-with approach

Preferred Qualifications:

Experience with Satellite Mission planning and Rendezvous Proximity OperationsExperience in a multi-vehicle operations environmentStrong mission integration and onboarding experience, ensuring a smooth transition of systems, software, and components into operational environmentsExperience with lights-out operations or spacecraft/ground system automationExperience with quarterly (or periodic) configuration management tracking/updates for in-scope Contract Data Requirements List (CDRL) itemsFamiliarity with Confluence, JIRA, Sharepoint, TEAMs, and other group communication tools and workflowsExperience with Baseline Change Requests (BCRs) and Engineering Change Requests (ECRs) with variation reporting to Finance, Engineering, and Management teamsExperience with Basis of Estimate (BOE) document generation from customer-driven Requests for Proposal (RFP) or Statement of Work (SOW) changes

Primary Level Salary Range: $171,000.00 - $246,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
