Read more about the IRC here: https://www.rescue.or.kr EXTERNAL RELATIONS AND THE PRIVATE FUNDRAISING FUNCTION The External Relations (ER) department is comprised of four complementary functions, including Private fundraising, in which this role falls under. To enable IRC to deliver its organizational commitments, the ER department has established a bold new approach that will enhance its ability to raise diverse and flexible funding aligned with IRC’s top priorities, while raising our profile and influence. The ER team is an international team, with colleagues in more than 10 offices globally. Within Private Fundraising sits the Mass Markets unit. This unit is currently made up of seven teams – US, UK, Germany, Sweden, Korea, Digital & Remote Markets and our Supporter Journey and Acquisition teams. Mass Market’s primary goal is to increase the number of sustainers we have globally, via targeted and cost-effective acquisition and by building meaningful connections with our donors to ensure we can retain them. By increasing our sustainer numbers and capitalizing on cash-giving moments we aim to grow unrestricted revenue for IRC and the people we serve. Structure and Purpose of the Role The Deputy Manager, Finance & Operation is responsible for managing IRC Korea’s financial operations, ensuring compliance with local regulations, global policies, and donor requirements. This role will handle financial reporting, treasury management, and coordination with external accounting firms, while supporting procurement, legal compliance, and office operations. The position requires strong analytical skills, attention to detail, and the ability to collaborate with both local and global finance teams. This position reports to the Head of HR & Supporting Functions and works closely with external auditors, legal advisors, and IRC’s global finance teams. KEY AREAS OF RESPONSIBILITIES: 1. Financial Management & Compliance + Independently handle daily financial operations, including accounts payable, accounts receivable, bank reconciliation, and cash flow tracking. + Ensure timely and accurate financial reporting to IRC HQ, donors, and local authorities. + Maintain compliance with IRC’s financial policies, donor requirements, and Korean financial regulations. + Take Ownership of financial audits, preparing and responding to audit requests for accounting and donation funds, and coordinating with external auditors and finance teams. + Prepare and submit VAT/WHT filings and other statutory tax reports + Reconcile financial data between internal systems and external banking/payment platforms. + Independently manage and oversee the implementation process for local ERP system. 2. Budgeting & Financial Planning + Assist in preparing annual budgets, financial forecasts, and cash flow planning. + Work with IRC’s global finance team to monitor financial performance and provide variance analysis. + Support financial strategies that optimize IRC Korea’s resources and financial sustainability. 3. Treasury & Risk Management + Coordinate banking relationships and manage financial transactions, including payments and transfers. + Support financial risk assessment and internal control measures. + Manage communication and coordination with banks, auditors and HQ finance teams. + Take ownership of financial compliance and reporting to relevant regulatory bodies. 4. Procurement & Operations Support + Ensure procurement processes follow IRC’s global supply chain policies and compliance requirements. + Support vendor management, contract reviews, and due diligence processes. + Assist with office administration tasks, including asset tracking and operational support. 5. Legal & Compliance (Liaison Role) + Collaborate with external legal advisors to ensure compliance with Korean financial and operational regulations. + Support contract management, risk mitigation, and compliance with IRC’s governance standards. 6. Professional Growth & Development + Receive training and mentorship to develop financial leadership skills and gain experience in financial planning. + Work closely with the Head of HR & Supporting Functions and global finance teams to enhance cross-functional collaboration and efficiency. OTHER RESPONSIBILITIES: + To comply with the culture and policies governing IRC Korea. + To represent IRC in a manner that ensures appropriate communication with our supporters and stakeholders. + To develop and maintain a positive working relationship with other departments and teams in IRC Korea and IRC globally. + To attend meetings, conferences, and training courses as directed. + Abide by organizational policies and practices, and the Code of Conduct. + Support diversity and equality of opportunity in the workplace Qualifications: Essential: + 5-7 years of progressive experience in finance and operations : academic education in Finance, Accounting, business administration or a related filed + Strong understanding of Korean accounting principles, tax regulations, and financial compliance. + Experience using ERP systems and financial reporting tools. + Fluency in both Korean and English (written and spoken). Preferred: + Experience working in an international NGO or multinational organization. + Knowledge of donor compliance requirements and international finance standards. + CPA or other relevant financial certifications. Compensation:Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.
