The Louisiana Department of Health (LDH) is seeking a dynamic Medicaid Deputy Director to play a pivotal leadership role in one of the largest and most impactful healthcare programs in the state. With an annual budget of $16 billion, nearly 1,500 staff and contractors, and programs that touch the lives of millions, this position offers the opportunity to make a lasting impact on the health and well-being of Louisiana’s most vulnerable populations.
As Deputy Director, you will oversee the Medicaid Eligibility Division and Louisiana Children’s Health Insurance Program (LaCHIP), ensuring access to essential medical services for families and children across the state. You will lead high-level operations, manage senior program managers, and collaborate closely with state and federal partners to navigate complex healthcare policies and regulations.

Minimum Qualifications
Three years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Nine years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Leads and oversees the Eligibility Field Operations (EFO) and Eligibility Program Operations (EPO) Sections, ensuring efficient management of Medicaid applications, renewals, appeals, policy, procedures, training, and customer service statewide.
+ Develops and implements administrative and operational plansto ensure compliance with complex state and federal regulations governing more than 30 Medicaid programs.
+ Supervises senior managers and staff, setting performance goals, conducting evaluations, and making key personnel decisions including hiring, disciplinary actions, and grievance resolution.
+ Directs program reviews and quality assurance effortsto monitor effectiveness, ensure program integrity, reduce error rates, and safeguard federal funding.
+ Provides oversight of contracted services, including training, quality control, and Payment Error Rate Measurement (PERM) reviews, while reviewing expenditures and deliverables.
+ Advises LDH leadership and collaborates with state and national partnerson Medicaid/SCHIP policies, program changes, and best practices to improve efficiency and outcomes.
+ Monitors and evaluates Medicaid eligibility systems, identifying deficiencies and coordinating improvements to ensure compliance with state and federal requirements.
+ Represents LDH in high-level meetings and legislative committees,presenting policy positions, program impacts, and testimony on Medicaid eligibility and operations.
