With the ongoing housing crisis squeezing New Yorkers, Governor Hochul continues to pursue a multi-pronged strategy to leverage every tool available to increase housing growth throughout the State. Through significant outreach with local elected officials, local municipal staff, and the housing development community, a recurring concern centered on a lack of coordination between NYS agencies that can contribute to delays or other challenges to housing development. Identifying and addressing these coordination issues, whether around infrastructure, permits, or policy changes, is a priority for the Governor. To address this need, the Governor’s office seeks a Director of Housing Acceleration, a newly created position. This person will play a critical role in facilitating and production of housing throughout the State including addressing barriers to housing supply and development. The Director will directly contribute to and advance the state’s long-term housing policies to increase housing availability and affordability.DUTIES: • Act as point person for the development community to facilitate State Agency approvals for housing developments. • Act as point person for the municipal community to facilitate State Agency approvals for housing developments.• Work with senior leadership in government agencies to streamline approval processes and remove bottlenecks in development. • Work across New York State agencies to identify systemic challenges, both regulatory and operational, to increasing housing supply and providing recommendations on how to resolve those challenges.• Collaborate with State agencies, housing providers, elected officials, and community groups to promote and align housing supply goals, including facilitating projects as needed.• Advocate for changes to regulations or other practices to allow for faster and fairer development of housing.This job description is not intended to be all inclusive, and the employee will also perform reasonable related business duties as assigned.
Minimum Qualifications • Degree in Public Administration, Public Policy, Urban Planning, Law, or a related field. Minimum of 10 years’ experience in relevant field(s).*Substitutions: four years of relevant experience or associate’s degree and two years of relevant experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of relevant experience; Ph.D. may substitute for two years of relevant experience.Additional desired candidate qualifications:• In-depth understanding and demonstrated experience in housing development • Effective communication and stakeholder engagement skills with the ability to clearly communicate complex ideas to both technical and non-technical audiences. • Demonstrated experience working within government, whether at local, state, or federal level; experience working with NYS agencies preferred but not required.• Ability to foster collaboration between different stakeholders. • Proven leadership ability.
