Applicants are responsible for ensuring that application materials are received by the appropriate Human Resources office before the closing date and time listed. + Description + Benefits + Questions Department Information The Deputy Chief Student Success & Academic Affairs Officer manages the creation, execution, and evaluation of several programs with different goals and objectives in the Student Success and Academic Affairs (SS&AA) division. This position supervises SS&AA staff who manage programs (state, federal, and privately funded) with the intent of providing cohesive direction in overseeing the design, delivery and performance of the programs. This position provides operational leadership, policy planning, and program administration aligned with state and federal fiscal rules and Department priorities. This position is responsible for ensuring the programs are cohesive and functioning in a consistent manner and developing strong working relationships with Department staff as well as leading the development of strong relationships with communities across the state. Included in the program portfolio this position oversees is the Colorado Opportunity Scholarship Initiative (COSI) which works to reduce barriers to postsecondary education by providing funding across the state for student programming. COSI works to establish a value proposition resulting in greater persistence and completion of postsecondary credentials and degrees and closing of the attainment gap in Colorado. A portion of funding for this position is tied to Coronavirus State and Local Recovery Funds (SLFRF). SLFRF funding is anticipated to be available through FY 2026. This position is expected to support general COSI and SLFRF. The additional programs within SS&AA that will be managed by this position will be determined through analysis, review and coordinated conversations with the Chief Student Success & Academic Affairs Officer and program leads in the SS&AA division. This position partners with the Chief of Academic and Student Success in providing student and academic success strategic, policy and operational leadership and direction for the division, department, and state. Supervision Exercised This position supervises the COSI Program Director as well as other program directors as identified through thoughtful analysis and consultation with the Chief Academic and Student Success Officer and division staff. Scope of Responsibilities This is a senior management position responsible for planning, directing, and managing the staff, operations, and activities of SS&AA division programs including COSI. Positions at this level are responsible for performing complex, specialized, and diverse work involving significant accountability, grant management (state, federal, and private) and decision-making responsibilities, which include department budget administration, program evaluation, and recommendation and implementation of policies, procedures, goals, objectives, priorities, and standards related to multiple programs. The duties of the work require the use of considerable independence, initiative, and discretion within broad guidelines. In addition to the below job duties, this position will partner with the Chief Student Success & Academic Affairs Officer in providing leadership for the SS&AA division. Program Development + Lead the development, implementation, and evaluation of programs and initiatives that address community needs and advance the organization's mission + Build and maintain relationships with diverse stakeholders, including COSI board members, donors, volunteers, and community partners, to foster support and collaboration + Serve as subject matter expert in new developments, research, federal legislation, and programs in scholarship and student support service programs + Integrate all program work within the Department and the Colorado Workforce Development Council and contribute to closing the equity gap + Build a community of supporters and develop a broad and deep public awareness of all programs among funders, educators, community members, and policymakers + Implement strategies to positively impact key metrics relevant for all programs i.e., graduation rates, student engagement, enrollment, retention, delivery and completion goals + With program leads, represent initiatives at public events, conferences, and media engagements, effectively communicating program mission and impact to diverse audiences + Consult regionally and nationally on program development Program Management + Recruit, inspire, and empower a high-performing team, fostering a culture of innovation, collaboration, excellence, and continuous learning + Lead a cohesive program evaluation framework amongst programs to measure success over time and identify areas for improvement + Prepare and present reports and data to department, state federal, funders, and partners + Develop program grant cycle management policies and procedures to ensure alignment across programs and communicate clearly to partners regarding policies, processes, and responsibilities and provide management and direction in the grant proposal process, from request for proposal to contract execution + Provide leadership, program oversight, and management aligned with the strategic plan + Coach and facilitate change to better align all student support programs’ goals, objectives, and implementation of activities to support the mission and vision of the different programs and the Department strategic plan + Develop resources and materials, data tracking and evaluation tools, needs assessments, reporting policy and reporting templates, and professional development, providing specialized support for a designated area of expertise Financial Management + Oversee budgeting, financial planning and growth, and resource allocation to ensure fiscal responsibility and sustainability + Manage a fund of approximately $90 million in state and federal funds for COSI and additional funds for other programs to support programming focused on access, completion, affordability, and other program-specific goals + Define funding priorities and develop new program concepts based on evaluation and industry best practices to promote diversity and improve holistic program implementation + Cultivate relationships with national organizations, securing funding to support programmatic initiatives and organizational growth Policy Development + Direct policy and advocacy activities, strategic planning, and long-range vision process in support of advancing state and department goals + Oversee all facets of regulations, statutes, and policies specific to each program, including legislative responses and requests + Ensure compliance with statutory requirements and develop, interpret, and implement policies and guidelines Advisory Boards + In partnership with program leads, collaborate with the COSI and other division program Advisory Boards to set division goals, implement policy decisions, develop a sustainable model for managing financial contributions, monitor performance, and evaluate program effectiveness + Manage application process, onboarding, and board communications and activities Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Education and Experience Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.
