Minimum Qualifications
Two years of the required experience for the following minimum qualifications must have been at the managerial level or above:
Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Oversee the administrative and operational functionsof OAAS, including budget development and management for OAAS and Villa Feliciana Medical Complex, ensuring efficiency, compliance, and fiscal responsibility.
+ Provide executive leadership and oversightof the Adult Protective Services (APS) division, guiding investigations and coordinating with state and federal entities to protect vulnerable adults from abuse, neglect, and exploitation.
+ Direct agency-wide administrative processes,including human resources coordination, contract oversight, procurement, and facility management, to support effective statewide operations.
+ Serve as the primary liaisonto LDH leadership, legislators, and stakeholders on operational, fiscal, and policy matters; assist in drafting legislation and departmental rules.
+ Act as the agency representative for emergency preparedness,participating in planning, coordination, and response efforts with state, federal, and local emergency management partners.
+ Represent the Assistant Secretary in their absence,making executive decisions, responding to sensitive issues, and ensuring continuity of leadership across OAAS programs.
+ Coordinate communication and collaborationbetween OAAS state and regional offices, other LDH program offices, and external agencies to support integrated service delivery and policy implementation.
